The National Telecommunications and Information Administration (NTIA) is an agency within the U.S. Department of Commerce responsible for advising the President on telecommunications and information policy matters, including expanding broadband access and adoption, managing Federal spectrum use, advancing telecommunications innovation, supporting public safety communications, and promoting policies that support the growth of the digital economy.
This position supports NTIA’s Office of Policy Coordination and Management (OPCM), which provides enterprise mission enablement support services across NTIA, including financial management, budget execution, strategic planning, human resources coordination, information technology operational coordination, acquisitions support, administrative operations, facilities and property management, reporting support, process improvement initiatives, workforce support, and enterprise operational coordination. OPCM operates in a dynamic environment that requires agile operational support capable of adapting to changing mission priorities, executive direction, emerging issues, workload fluctuations, and evolving organizational requirements.
The Program Manager is designated as Key Personnel and serves as the primary point of contact between the contractor and the Government. The Program Manager is responsible for overall contract management, operational coordination, staffing oversight, workload prioritization, reporting oversight, quality management, and mission support coordination in support of NTIA’s agile, cross-functional operational support services. The position requires demonstrated experience supporting operational support activities, agile operational environments, executive coordination activities, and Government mission support operations.
This program places significant emphasis on key personnel. In the event the Program Manager is unable to perform, the contractor must submit detailed written explanations of the circumstances, complete resumes for the proposed substitute, and any other information the Government deems pertinent, and no substitution may be made without the prior written approval of the Contracting Officer or Contracting Officer’s Representative.
Roles and Responsibilities
- Serve as the primary point of contact between the contractor team and NTIA representatives, facilitating effective communication and timely resolution of issues.
- Provide comprehensive project oversight, including planning, budgeting, resource allocation, and implementation, ensuring alignment with NTIA’s objectives and compliance with all contractual requirements.
- Monitor project progress against goals and benchmarks, making adjustments as necessary to maintain project trajectory and meet deliverables.
- Lead and motivate the project team, fostering a collaborative environment and ensuring adherence to quality standards and ethical practices.
- Prepare and present regular project reports and updates to NTIA and other stakeholders, highlighting progress, challenges, and strategies for mitigation.
- Coordinate with various NTIA offices and external entities as required, ensuring smooth project integration and alignment with broader organizational goals.
- Implement risk management practices, identifying potential project risks and developing contingency plans.
- Ensure compliance with federal regulations and standards relevant to the project scope.
- Organize and participate in a kickoff meeting within fifteen (15) business days following contract award.
- Provide monthly operational status reporting identifying major accomplishments, ongoing activities, emerging risks and issues, surge support activities, staffing updates, operational metrics, and planned activities for the upcoming reporting period.
- Maintain an adequate workforce necessary to support uninterrupted contract performance and maintain operational responsiveness to rapidly evolving operational priorities, executive taskers, and reporting requirements.
- Attend meetings requested by the Contracting Officer (CO), Contracting Officer’s Representative (COR), Technical Point of Contact (TPOC), or other designated Government officials.
- Provide program management office (PMO) support, executive tasker coordination, operational planning support, and risk and issue tracking across functional task areas.
Requirements
- Minimum of 7 years of direct project management experience, with at least 3 years managing large-scale government contracts or complex financial management projects.
- Demonstrated experience leading diverse teams, managing budgets over $3M, and delivering projects within tight timelines and under regulatory constraints.
- Proven track record in strategic planning, risk management, and stakeholder communication in a government or financial service environment.
- Demonstrated experience supporting operational support activities, agile operational environments, executive coordination activities, and Government mission support operations.
- Ability to comply with the highest standards of professional conduct, exhibit strong ethical behavior, and maintain confidentiality.
- Ability to work effectively in a team environment and adapt to evolving project needs.
- Excellent communication skills and the ability to engage effectively with stakeholders.
- Ability to hold or obtain any necessary security clearances or certifications as required by the project.
Required Education
Master’s degree in a related field or Project Management Professional (PMP) certification.

Compensation Disclaimer: The salary range listed reflects a broad span to account for variations in experience, education, certifications, security clearance level, and other job-related factors. Final compensation will be determined based on the candidate’s qualifications, relevant experience, and alignment with both company guidelines and contractual rate restrictions established by the Government or customer.
