Job description

Are you an experienced Systems Engineer with a background supporting Department of Defense Science & Technology (S&T), Research & Development (R&D), and acquisition programs? Do you have experience supporting SOF maritime communications, networks, system architectures, or technology development? If so, we invite you to join our team supporting U.S. Special Operations Command (USSOCOM), Special Operations Forces Acquisition, Technology & Logistics (SOF AT&L), Program Executive Office for Maritime (PEO-M)., St. Michael’s is seeking an experienced Systems Engineer to provide senior-level engineering and technical support to SOF AT&L PEO-M. This position is focused on the planning, management, and oversight of S&T and R&D initiatives supporting advanced SOF maritime capabilities. The successful candidate will work with Government engineers, program managers, S&T organizations, operational stakeholders, and industry partners to evaluate emerging technologies, develop technology roadmaps, support maritime communications and network architecture initiatives, and transition promising technologies into operational capabilities., Provide systems engineering and technical support to SOF maritime S&T and R&D programs. Support planning, management, and oversight of S&T/R&D projects and technology portfolios. Evaluate emerging technologies and their applicability to SOF maritime mission requirements. Support development of technology strategies, roadmaps, investment priorities, and transition plans. Participate in and support S&T/R&D technical working groups. Support engineering efforts involving maritime communications equipment, networks, and system architectures. Evaluate engineering programs, development plans, technical concepts, and proposed solutions. Support market research and technical evaluation of emerging technologies. Develop technical recommendations and decision-support materials for Government leadership. Support engineering planning, schedules, budgets, cost estimates, and technical strategies. Review engineering documentation, technical specifications, engineering change proposals, waivers, deviations, and technical studies. Support Government engineering activities during design, development, testing, production, and technology transition. Prepare executive briefings and technical status reports. Analyze technical and program performance indicators and recommend corrective actions. Identify engineering and technology-transition risks and recommend mitigation strategies. Coordinate activities across Government organizations, contractors, industry partners, research organizations, and operational stakeholders.

Requirements

U.S. Citizenship required. Active Top Secret security clearance with SCI eligibility required.

Certification

DAWIA Advanced equivalency (formerly DAWIA Level III) in Engineering & Technical Management, Program Management, or Test & Evaluation, or the ability to attain the required certification within six (6) months of hire with an approved customer deferral.

Education

Bachelor’s degree in Engineering or another closely related technical discipline.

WHO YOU ARE

Minimum of ten (10) years of relevant systems engineering, technical, acquisition, S&T, or R&D experience. Working knowledge of the Defense Acquisition System and DoD acquisition policy. Extensive experience planning, managing, or overseeing Science & Technology (S&T) and Research & Development (R&D) projects. Experience supporting Department of Defense acquisition programs. Experience supporting SOF acquisition S&T and R&D processes. Experience participating in, managing, or leading S&T/R&D working groups. Maritime systems experience is required. Experience supporting SOF or DoD maritime communications equipment, networks, systems, or planned architectures. Experience supporting maritime, undersea, surface, or maritime mission systems. Experience developing strategic technology plans and managing S&T/R&D portfolios. Experience developing technology roadmaps. Experience evaluating emerging technologies for potential transition into operational capabilities. Experience supporting multidisciplinary engineering, technical, and acquisition teams. Experience preparing senior-leadership briefings, technical assessments, recommendations, and engineering documentation.

Preferred Experience

Experience supporting SOF AT&L or USSOCOM acquisition organizations. Knowledge of SOF-unique acquisition processes. Experience supporting Naval Special Warfare. Experience transitioning S&T or R&D technologies into acquisition programs or operational use.
