This is a mission-critical freelance opportunity for a builder who thrives at the intersection of large-scale IT, regulatory compliance, and data-driven transformation. Join us to shape the future of European border management and intelligence platforms. Why This Role Matters

European border management is evolving rapidly, with new regulatory, security, and interoperability demands. As Senior Project Manager, you will drive the governance, planning, and execution of high-impact IT projects that ensure compliance, security, and operational excellence. Your leadership will directly influence the success of national and European initiatives, safeguarding data integrity and enabling actionable intelligence for decision-makers. What You’ll Be Doing

  • Lead the end-to-end delivery of large-scale European IT projects, focusing on EES, VIS, ETIAS, and Business Intelligence platforms.
  • Ensure full regulatory compliance with GDPR, NIS2, and all relevant EU requirements.
  • Coordinate and align Belgian authorities, technical partners, and European institutions for seamless project execution.
  • Manage project scope, budget, planning, risk, and resource allocation with precision and transparency.
  • Implement robust reporting and governance mechanisms to ensure accountability and visibility at every stage.
  • Supervise the integration of European systems with national platforms, ensuring interoperability and data flow.
  • Lead operational preparation, system testing, and deployment activities, guaranteeing readiness and resilience.
  • Monitor security, conduct audits, and oversee compliance assessments to maintain the highest standards.
  • Define and drive Business Intelligence strategies, KPIs, and executive dashboards for actionable insights.
  • Transform business needs into measurable indicators and analyses, supporting data-driven decision-making.
  • Ensure data governance, quality, and integrity across all BI initiatives.
  • Architect and optimize ELK Stack (Elasticsearch, Logstash, Kibana) for observability, anomaly detection, and trend analysis.
  • Oversee data ingestion, transformation, and dashboard creation for real-time monitoring and reporting.

Requirements

  • Master’s degree in Computer Science, Engineering, or equivalent experience.
  • Minimum 10 years of IT project management experience, with a proven track record in large-scale, complex environments.
  • At least 5 years of experience in government, security, or critical infrastructure projects is highly valued.
  • Deep expertise in European large-scale IT systems (EES, VIS, SIS, ETIAS) and interoperability components.
  • Demonstrated ownership, problem-solving, and outcome-driven mindset.
  • Exceptional communication and stakeholder management skills, able to navigate complex multi-party environments.
  • Builder mentality: proactive, accountable, and passionate about delivering impact at scale.

Technical Skills

  • Expertise in ELK Stack: Elasticsearch (architecture, retention, performance), Logstash (data ingestion/transformation), Kibana (dashboards, monitoring, reporting).
  • Business Intelligence tools: Power BI, Tableau, Grafana.
  • Strong command of Linux and Windows Server environments.
  • Hands-on experience with Docker, APIs, and hybrid cloud architectures.
  • DevOps practices, CI/CD pipelines, and secrets management (Vault or equivalent).

Language Proficiency

  • Fluency in French, Dutch, and English (spoken and written) is essential.

Other Requirements

  • Experience with Agile/Scrum or similar project management frameworks is a plus.
  • Ability to work partially remote, with presence in Brussels as required.
