RELYzIT Talent is seeking an elite IT Project Manager to lead the ANPR (Automatic Number Plate Recognition) for Road Safety program for our client, a major public sector organization. This freelance opportunity places you at the heart of a mission-critical initiative, leveraging intelligent camera technology to enhance road safety and operational effectiveness. You will drive the planning, execution, and delivery of high-impact projects within a multidisciplinary team, shaping the future of public safety technology. Why This Role Matters
Road safety is a societal imperative. As the IT Project Manager for ANPR, you will be instrumental in deploying advanced recognition systems that directly impact public security, traffic management, and law enforcement efficiency. Your leadership will ensure that innovative solutions are delivered on time, within budget, and to the highest standards-maximizing the operational effectiveness of the ANPR ecosystem and safeguarding communities. Key Responsibilities
- Define, structure, and manage project scope, planning, milestones, and deliverables aligned with validated parameters.
- Identify tasks, dependencies, and risks; develop and monitor mitigation strategies to ensure project success.
- Lead and mentor business analysts across multiple project topics, ensuring thorough documentation and knowledge transfer.
- Report project progress to stakeholders, highlighting status, challenges, risks, and actionable alternatives; maintain a comprehensive decision log.
- Establish and uphold quality management plans to guarantee project outcomes meet or exceed required standards.
- Collaborate daily with development teams (full stack engineers, back-end developers) and cross-functional groups within the organization.
- Implement and utilize project management and documentation tools (JIRA, Confluence) for effective monitoring and knowledge sharing.
- Build and nurture relationships with internal stakeholders (IT architects, analysts, developers, key users) and external partners (suppliers, government agencies).
- Support the project management organization: guide demand management, strategic reporting, best practices, and process handover to operational teams.
- Contribute to change management and user training initiatives as needed.
- Participate in developing future-focused action plans for camera connectivity, network provisions, and more.
- Quickly assimilate and document knowledge across diverse Traffic-related topics, ensuring robust information anchoring and transfer.
- Adapt rapidly to shifting priorities and multiple concurrent project streams.
Requirements
- Minimum 10 years of hands-on experience managing complex IT technical projects.
- Expertise in project monitoring and knowledge management tools: JIRA and Confluence.
- Proven ability in budget and planning management, risk and quality management, and stakeholder engagement.
- Experience in vendor/supplier management and public sector environments is a plus.
- Demonstrated capability in developing vision and roadmaps for multi-project environments.
- Familiarity with change management and training program support.
- Experience working within multidisciplinary teams, including both internal and external staff.

Language Proficiency
- Native proficiency in either French or Dutch, with strong passive understanding of the other language.
- Excellent written and verbal communication skills in both languages are highly valued.
Other Requirements
- Freelance position with a fixed-term contract: Start date September 15, 2026, until end of 2026 (renewable).
- Full-time engagement required.
- Partial remote work: Minimum 2 days per week on-site presence, with flexible telework options within Belgium.
- Experience in public sector or government projects is advantageous.
- Familiarity with Agile/Scrum methodologies is a plus.
- Team environment: Multidisciplinary, blending internal and external experts.
