Trusted Tester Level II

CCG is seeking an experienced Trusted Tester Level II to support the Department of Homeland Security (DHS) Section 508 Support Services task order. The DHS Office of the Chief Information Officer, Experience and Accessibility Directorate (EAD) sets the Department’s vision and strategic direction for ensuring that all Information and Communications Technology (ICT) procured, developed, maintained, or used by DHS is accessible to employees and customers with disabilities. In this role, you will perform advanced Section 508 conformance testing of web-based ICT, test and remediate electronic documents and forms, develop accessibility test plans, and provide technical assistance on test results, conformance reports, and remediation to DHS project teams and Trusted Tester students., * Section 508 Web Testing: Perform Section 508 testing of various ICT using the current version of the DHS approved assessment methods and test reporting tools and formats, applying the DHS Trusted Tester Section 508 Conformance Test Process for Web, Version 5.0 or later.

• Document Testing and Remediation: Perform document remediation for electronic documents and forms, including Microsoft Office suite and Adobe formats, using the Section 508 Tests for Documents endorsed by the Federal CIO Council Community of Practice.
• Test Planning: Develop accessibility test plans that define scope, methodology, and reporting for the ICT under evaluation.
• Defect Interpretation and Remediation Guidance: Advise stakeholders on how to interpret accessibility test results and remediate Section 508 defects, and provide remediation support for ICT.
• Conformance Report Support: Provide Section 508 technical assistance and respond to Section 508 questions that arise during technical evaluations of Accessibility Conformance Reports (ACR) and Voluntary Product Accessibility Templates (VPAT).
• Training Support: Provide Section 508 technical assistance to students completing accessibility training and Trusted Tester certification examinations.
• Test Documentation: Document test procedures, findings, defects, evidence, and conformance results accurately and completely in DHS-approved reporting formats.
• Certification Currency: Maintain current DHS Trusted Tester certification, and complete approved skills currency and training activities, throughout the period of performance.
• Information Protection: Safeguard DHS information and comply with all applicable security, privacy, and contractor conduct requirements.

• Current DHS Trusted Tester certification, Version 5.0 or later, maintained throughout the period of performance.
• Minimum of two years of accessibility testing experience.
• Minimum of two years of experience testing and remediating electronic documents for Section 508 standards.
• Broad knowledge of the Revised Section 508 Standards (36 CFR Part 1194), including WCAG 2.0 Level A and AA success criteria.
• Experience applying the DHS Trusted Tester Section 508 Conformance Test Process for Web, along with DHS-approved assessment methods, test reporting tools, and formats.
• Experience remediating electronic documents and forms in Microsoft Office and Adobe PDF using the Accessibility Tests for Documents endorsed by the Federal CIO Council Community of Practice.
• Experience developing accessibility test plans and writing actionable defect documentation with clear reproduction steps, evidence, applicable success criteria, and remediation guidance.
• Experience reviewing Accessibility Conformance Reports and Voluntary Product Accessibility Templates and responding to technical accessibility questions.
• Strong written and verbal communication skills, with the ability to read, write, speak, and understand English.
• Availability to support Eastern Time business hours, Monday through Friday, with occasional after-hours support as required.

Preferred Skills and Experience

• Advanced experience remediating Word, Excel, PowerPoint, and tagged PDF content, including forms, tables, reading order, alternate text, color contrast, and document structure.
• Experience with screen readers, Adobe Acrobat Pro accessibility tools, PAC or comparable PDF validation tools, and Microsoft Office accessibility checkers.
• Experience translating ACR and VPAT findings into acquisition or remediation recommendations.
• Experience coaching testers or supporting students in Trusted Tester courses and certification examinations.
• Federal Government or DHS accessibility testing experience.

Education

Bachelor’s degree in Information Technology, Computer Science, Human-Computer Interaction, or a related field, or equivalent certifications. Advanced degree (MS/PhD) strongly preferred.

Clearance Requirements

U.S. Citizenship. Selected candidate must meet minimum DHS suitability requirements for Entry on Duty (EOD) and complete all required background investigation, fingerprinting, nondisclosure, and PIV credentialing processes, including Standard Form (SF) 85-P, Questionnaire for Public Trust Positions., * Bachelor’s (Required), * Section 508 Compliance: 2 years (Required)

Remote (primary place of performance), with occasional onsite support at DHS Transportation Security Administration Headquarters, 6595 Springfield Center Drive, Springfield, VA 22150, when requested by the Government. Work is generally performed Monday through Friday between 7:30 a.m. and 6:00 p.m. Eastern Time. Travel is not authorized under this task order., The salary range for this position is $80,000 - $95,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
