Job description
Under the general direction of the Director of Customer Service and Shared Services, sets goals and direction for Information Technology work through the IT Applications Supervisor and other personnel. Directs the management of OMU information systems and services to ensure efficient and productive tools and operations. Provides overall direction for the general operation development and production activities of computerized management information systems. Requires high level of self-management, knowledge, judgment, analytic ability and creativity, such as investigating complex problems or situations, analyzing information and recommending solutions. Manages department in accordance with OMU policies and procedures., * Consults with management and users to analyze computer system needs for information and functional operations, to determine scope and priorities of projects, and to discuss system capacity and equipment acquisitions.
- Investigates and recommends potential new software and hardware and system applications, and analyzes existing applications and technology.
- Develops plans for the implementation of new projects and coordinates efforts in a manner that is least disruptive and most beneficial. Provides well-defined plans including procedures, deadlines and accountability.
- Ensures the consistency and maintainability of existing applications by creating, maintaining, and supporting standards/procedures for implementing technical solutions.
- Works to resolve procedural, operational and administrative problems within the organization and computer systems.
- Manages the development, implementation, installation, and operation of information and functional systems for the organization.
- Directs the activities of the information technology staff in a safe and productive manner that is responsive to the needs of the organization and to the users. Conducts performance reviews and other supervisory and management functions.
- Develops, implements, and monitors management information systems policies and controls to ensure data accuracy, security, and legal and regulatory compliance.
- Negotiates and contracts with consultants, technical personnel, and vendors for services and products.
- Ensures support to end users in the selection, procurement, usage, and maintenance of software programs and hardware leading to maximum efficiency and cost containment.
- Prepares performance reports and makes presentations as needed.
- Stays abreast of new and emerging technology and IS business strategies to improve productivity, functionality and service capabilities.
- Conducts ongoing reviews of the department procedures, staff and equipment for maximum efficiency while controlling cost.
- Ensures that users are provided professional, courteous and timely support and service.
- Perform any other related duties as required or assigned., Under general direction, working from policies and general directives. Rarely refers specific cases to supervisor unless clarification or interpretation of the organization’s policy is required.
PLANNING Considerable responsibility with regard to general assignments in planning time, method, manner, and/or sequence of performance of own work, in addition, the organization and delegation of work operations for a group of employees engaged in widely diversified activities.
DECISION MAKING Performs work operations which permit frequent opportunity for decision-making of minor importance and also frequent opportunity for decision-making of major importance, either of which would affect the work operations of small organizational component and the organization’s clientele.
MENTAL DEMAND Intense mental demand. Operations requiring sustained directed thinking to analyze, solve, or plan highly variable, administrative, professional, or technical tasks involving complex problems or mechanisms.
ANALYTICAL ABILITY / PROBLEM SOLVING Oversight. Activities covered by expansive policies and objectives, and oversight as to execution and review. High order of analytical, interpretative, and constructive thinking in varied situations covering multiple areas of the organization.
RESPONSIBILITY FOR WORK OF OTHERS Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities may include but not limited to interviewing, hiring and training employees; planning, assigning and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.
Supervises a moderate size group (8-15) of employees engaged in important, complex operations, consisting of employees in different classifications who perform a wide variety of duties.
Supervises the following departments: Positions Supervised: IT Applications Supervisor, IT Security Administrator, Sr. Systems Administrator, Systems Administrator, Sr. Network Administrator, and IT Systems Support Specialist
RESPONSIBILITY FOR FUNDS, PROPERTY and EQUIPMENT Regularly responsible for funds, building premises, inventory, or other property owned, controlled, or leased by the organization and, in addition, may have temporary custody and responsibility of patron property, which through carelessness, error, loss, theft, misappropriation, or similar action would result in very important monetary losses to the organization. The total value for the above would range from $1,000,000 to $10,000,000., Contacts with other departments or offices and also frequently with individuals in middle level positions; consulting on problems which necessitate judgment and tact in presentation to obtain cooperation or approval of action to be taken. Also, important contacts with associates as required in advanced supervisory jobs, plus frequent contact with senior level internal officials., The following physical activities described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Requirements
Do you have a valid Driver’s License license?, Do you have experience in Word processing?, To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required., Technical degree required in such disciplines as Computer Engineering, CPA, etc., plus 9 to 10 years related experience and/or training, and 3 years related management experience, or equivalent combination of education and experience.
COMMUNICATION SKILLS Ability to read, analyze, and understand common scientific and technical journals, financial reports, and legal documents; ability to respond to complex or difficult inquiries or complaints from customers, regulatory agencies, or members of the business community.
MATHEMATICAL SKILLS Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.
CRITICAL THINKING SKILLS Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal, logical or scientific symbolism such as formulas, scientific equations, and graphs. Ability to deal with a variety of abstract and concrete variables.
REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS Valid Driver’s License, Advanced: Database Basic: Presentation/PowerPoint, Spreadsheet, Word Processing/Typing, Must have thorough knowledge of a variety of computer software and hardware applications. Strong organizational, communications and problem resolution skills needed., Technical degree required in Computer Technology, Computer Science or related field and 6 year’s related experience and/or training or an equivalent combination of education and experience.
