As part of this transformation, NSS and NES have joined to form a new organisation: Public Services Delivery Scotland (PSD Scotland). This new organisation will play a pivotal role in supporting the renewal and ensuring the long-term sustainability of health and care services across Scotland.
About the Organisation:
PSD Scotland unites expertise from NES and NSS in a way that will allow us to accelerate national programmes to support the NHS to deliver better care, now and in the future.
We support staff with education and training, provide the tools and data that improve services, and run vital national functions such as procurement, logistics and blood, tissue and cell services., Two senior technical leadership roles are available within the Data & Analytics Service, one supporting delivery across Business as Usual (BAU) and the second, supporting the wider Enablement function. Postholders will act as technical leads, responsible for ensuring the design, delivery, and ongoing support of high-quality data and analytics solutions that underpin critical health and care services.
The roles will involve leading the design and implementation of data, BI and analytics solutions, including data pipelines, data warehousing, and enterprise reporting platforms.
You will provide expert technical advice and assurance to internal and external stakeholders, ensuring that solutions are robust, scalable and aligned to organisational strategy and standards.
Working within a multi-disciplinary team, you will collaborate closely with Technical Analysts, Technical Specialists, and Service Delivery colleagues to support both the ongoing maintenance and enhancement of live services, as well as the adoption of new tools, standards and best practice through enablement activity.
The postholder will operate in a fast-paced service environment, balancing competing priorities, responding to incidents and change requests, and ensuring delivery against agreed plans and milestones.
You will also contribute to continuous improvement, technical innovation and capability development, supporting a culture of knowledge sharing and technical excellence across the service.
Requirements
We are seeking two experienced technical leaders with strong backgrounds in data and analytics delivery, and a proven ability to design and implement complex solutions within a service-oriented environment., * Significant experience in leading the design, development and implementation of data, BI and analytics solutions, including data warehousing, ETL/ELT pipelines and enterprise reporting solutions
- Strong technical expertise, including SQL and Python, and experience in coding, data processing and performance optimisation
- Proven ability to provide expert technical analysis and advice to stakeholders, and to act as a technical authority for solution design and delivery
- Experience working with ITIL/ITSM environments and understanding how strategy and policy inform operational delivery
- Ability to assess and manage technical risk, and to deliver innovative solutions to complex problems under pressure
- Experience of delivering within structured delivery frameworks such as Agile or DevOps, with a track record of meeting project milestones
They will also bring:
- Strong stakeholder management skills and the ability to communicate complex technical concepts clearly to a wide range of audiences
- Excellent organisational skills, with the ability to prioritise, coordinate and delegate work effectively in a high-pressure environment
- A proactive, solution-focused mindset with a strong commitment to quality and continuous improvement
- A collaborative approach, with experience of mentoring, supporting and developing other team members
Candidates will be educated to degree level (or equivalent experience) in a relevant discipline, with evidence of continued professional development.
Benefits & conditions
The work pattern is Monday to Friday, 36 hours per week.
