Role: Project and Change Delivery Manager, * This is an exciting time at the Office of the Public Guardian (OPG), as we transform how we deliver our statutory services and ensure that we are fit for the future. As Project and Change Delivery Manager, you will be a flexible delivery resource within the Transformation Directorate, helping to progress a varied range of priority projects and change initiatives
- If successful, you could manage a defined project, lead a change workstream, coordinate several smaller priorities or provide focused delivery support where additional capacity is needed. You will bring structure and pace to the work by clarifying outcomes, developing proportionate plans, coordinating activity and helping teams implement change successfully.
- The work will vary according to organisational need, and you may move between assignments as priorities change. Some assignments will require project management skills, while others may focus more heavily on change delivery, implementation, service improvement or coordinating a short piece of priority work. You will work with project leads, operational colleagues and subject-matter experts to agree the right approach and see activity through to completion., * Flexible delivery - Manage a defined project, lead a change workstream, coordinate several smaller priorities or undertake a focused piece of delivery work, adapting the approach to the assignment.
- Planning - Develop and maintain clear delivery plans, milestones, actions and responsibilities, updating them as circumstances change.
- Change implementation - Work with colleagues to understand impacts, coordinate engagement and implementation activity, and support readiness for new processes or ways of working.
- Team coordination - Coordinate the contributions of project team members and subject-matter experts, clarify actions and follow up progress.
- Stakeholder engagement - Build effective working relationships, communicate plans and progress clearly, and involve the right people in delivery and change activity.
- Governance and reporting - Maintain proportionate project controls and provide clear progress reports, escalating decisions or concerns when needed.
- Risks and issues - Identify and monitor risks, issues and dependencies, agree practical mitigating actions and escalate matters outside your authority.
- Resources - Coordinate available people and specialist input, highlight resource pressures and support the project lead or sponsor with budget monitoring where required.
- Outcomes - Track delivery of agreed outputs and contribute to monitoring whether the change is achieving its intended outcomes.
- Continuous improvement - Capture lessons, act on feedback and share practical improvements with colleagues.
Agreed Expectations
The successful candidate will be expected to work from their base location (This will be your closest MoJ National Hub) on a weekly basis in line with current Civil Service requirements, outside of any reasonable adjustments., * A CV and detailing your career history. CVâs will be assessed against the essential & desirable skills above (no more than two pages).
- Statement of Suitability of no more than 1000 words, to demonstrate your experience against the essential skills required for this role.

Interview Process
If you are successful at sift, you will be invited to an interview which will use the Civil Service Success Profiles. At interview, candidates should expect questions on:

All interviews will be held remotely via MS Teams.
Feedback will only be provided if you attend an interview., The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.
Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyoneâs circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
For nationally advertised role: all successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale. This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) - See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity).
For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its locationâs respective pay scale (any legacy arrangements/locations will need to be amended).
Some of MoJâs terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on âmodernisedâ terms in their current post or onto âunmodernisedâ MoJ terms if they are on âunmodernisedâ terms at their current post. Details will be available if an offer is made.
MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.
All candidates who are currently in receipt of Mark Time / Pay Protection should ensure they are familiar with the new policy on permanent and temporary promotion which can be found on the employee intranet.
Flexible working hours
The Ministry of Justice offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. MoJ welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs. Requirements
- Experience of delivering projects, change initiatives or defined pieces of priority work, including planning activity, coordinating others, monitoring progress and balancing competing demands (Lead criterion).
- Experience of using project delivery methods and controls, including plans, milestones, risks, issues, actions and reporting.
- Experience of supporting the delivery of organisational or operational change, including engaging colleagues, understanding impacts and helping to implement new ways of working.
- Ability to coordinate contributions from a range of colleagues, maintain momentum and follow through on agreed actions.
- Good stakeholder management and communication skills, with the ability to explain project information clearly and build effective working relationships.
- Ability to identify delivery risks and issues, take practical action and escalate appropriately.
- Ability to organise your own workload, adapt to changing priorities and work effectively across more than one area.
Desirable Skills
The criteria below are desirable only. They will not ordinarily be assessed during the recruitment process but may be used to distinguish between candidates with tied scores.
- A recognised project delivery or change management qualification, such as APM Project Management Qualification, PRINCE2 Practitioner, Agile project delivery or a recognised change management qualification.
- Experience of delivering service improvement or organisational change in a complex operational environment.
- Experience of using waterfall, agile or hybrid delivery approaches.
- Experience of supporting benefits tracking, implementation planning or project assurance.
Benefits & conditions
The national salary range is ÂŁ42,914 - ÂŁ46,182, London salary range is ÂŁ49,325 - ÂŁ53,081. Annual Leave
Annual leave is 25 days on appointment and will increase to 30 days after five yearsâ service.
There is also a scheme to allow qualifying staff to buy or sell up to three days leave each year. Additional paid time off for public holidays and 1 privilege day. Leave for part-time and job share posts will be calculated on a pro-rata basis.
