Data and Analytics Manager (Internal Assessor's Office applicants only)

The Hennepin County Assessor’s Office is seeking a Data and Analytics Manager in the Data and Analytics/Assessment division to ensure its mission, vision, and program goals are met. This position will assume supervisory level operational functions by providing essential support to department staff, department leadership, and the County Assessor by overseeing analytics staff and the development of strategic data insights and integrated data assets. This position will advance the development of the office’s integrated data system; a highly secured and carefully governed integrated data system focused on developing department goals, County Administration needs, and state reporting summaries. In addition to providing supervision and work direction for the Data and Analytics team, this position will develop and advance strategies to mature existing data analytics processes, effectively develop and leverage shared data assets, and ensure data compliance across multiple systems and sources of truth. This position will also be responsible for coordination, management and development of reporting standards; leadership for projects to improve processes and systems; and the development of support staff. This position will serve as a subject matter expert on Minnesota laws, Minnesota Department of Revenue guidance and Hennepin County Assessor standards to achieve the goal of a statistically equitable countywide assessment and ensure an accurate distribution of tax burden. Location and hours: This position is remote. Remote workers may be required to come on-site 0 to 12 days a year for work meetings, trainings, or for any other reasons that their supervisor may deem necessary (may include additional days for onboarding and new employee training). Supervisors will provide as much advance notice as practicable. Work hours will be Monday through Friday, 8 a.m. - 4:30 p.m. Based on business needs of this position, hires must live in or relocate to Minnesota. In this position, you will:

• Work with the County Compliance team on data management policies and procedures to ensure the integrity and privacy of data. Data integrity includes the accuracy, completeness, and reliability of the data.
• Ensure data quality by implementing quality control processes, data validation, and cleanup measures.
• Collaborate with Resident Services IT, Business Information Office Solutions (BIOS), and stakeholders to determine organizational data needs and implement systems that meet the identified requirements.
• Manage data integration and data retrieval processes and ensure that data is only accessible to authorized personnel.
• Monitor and analyze information and data systems and evaluate their performance to identify means of enhancement (new technologies, upgrades, etc.).
• Train and supervise data team members, collaborating staff, and external partners in the tools and applications that have been developed (SQL, Power BI, GIS, SharePoint, etc.).
• Coordinate with other departments to integrate data across the organization and facilitate data-driven decision making.
• Manage and review state reporting requirements.
• Manage and review data-related queries and troubleshoot data issues.
• Manage the generation, compilation, and review of detailed reports on data metrics, insights, and analytics for stakeholders and executive teams.
• Manage complex projects targeting modern and innovative solutions related to data analytics, system flows, and process upgrades; Lead discussions on process and policy alternatives; Act as a leading subject matter expert in data migration efforts or system replacement or upgrades.
• Serve as a liaison and expert to external vendors and partners on compliance with standards set forth by the Minnesota legislature, Minnesota Department of Revenue and Hennepin County Assessor. The position will represent the Hennepin County Assessor’s office in statewide organizational discussion on assessment integrity and data analytics., * Using enterprise data extraction and manipulation to include SQL and schema less data structures, their use and manipulation.
• Working with Minnesota Property Tax Programs and data.
• Designing data visualization deliverables (Power BI, GIS, etc.) to help non-technical users understand the data.
• Establishing and maintaining working relationships and using a collaborative approach to problem solving.
• Managing and directing work and staff, including demonstrated ability to inspire and motivate others to work toward a shared vision and lead staff through transformational, technological, and cultural shifts.
• Promoting racial equity and addressing disparities within programs and services.
• Managing large scale operations and programs with oversight from the Department of Revenue.
• Developing integrated data assets (SQL and noSQL based) in cloud-based environments.
• Monitoring budgets.

• Nine years or more of experience in organizational operations or programs or a specialty area appropriate to the position.
• Bachelor’s degree or higher in business administration or other field appropriate to the position and five years of experience related to organizational operations or programs or a specialty area appropriate to the position.
