Data Management Manager - Management Analyst 3

The purpose of this position is to: 1. Provide leadership via consulting with and recommendations or direction to executive, administrative and division leadership as it relates to data management, database related operations and procurement, as well as contracts involving data related technology; 2. Direct agency-wide data collection and analysis for the purpose of evaluation of program effectiveness, identifying resource and workload trends, and performance measurements; 3. Advise, develop, and implement agency policy and procedures across divisions as it relates to data practices, with knowledge and consideration of current rules, statutes, and policies, for the purpose of improving data and policy integrity, and performance outcomes to meet agency goals. 4. Help lead core data entry staff, oversee performance of additional staff across divisions as it relates to data practices and provide direction and coaching to improve performance outcomes; 5. Consult on and provide reports for legislative proposals, including new and revised statute, rules, and policies that affect agency data practices; 6. Coordinate activities, facilitate meetings, make presentations and represent the agency at state and national levels within groups and committees, and act as liaison between agencies, vendors, and other external partners as needed to preserve or enhance data management and agency performance; 7. Perform related work as required, A job offer will be contingent upon successfully passing a background check. Two (2) years of experience managing data systems, with responsibility for development of management principles and practices, coordination, planning, program evaluation and implementation, preferably with data practices or records management

OR

A bachelor’s degree in business administration, communications, animal/biological sciences, or related field PLUS one (1) year of experience managing data systems, with responsibility for development of management principles and practices, coordination, planning, program evaluation and implementation, preferably with data practices or records management

AND

• Knowledge of relational database structure and practices.
• Querying skills sufficient to design customized datasets using reporting tools such as Microsoft Excel, PowerBI, Access and Structured Query Language (SQL) tools.
• Advanced computer skills sufficient to understand technological concepts, and easily learn new systems.
• Strong Oral communication skills sufficient to facilitate meetings and presentations, negotiate disputes, inspire action, coach and advise others, including managers, staff, and external colleagues.
• Analytical skills sufficient to interpret complex datasets and technical concepts to evaluate data outcomes, interpret performance measurements and develop and recommend planning strategies.
• Strong problem-solving skills to investigate, discover patterns, and devise solutions for complex problems that are technical in nature., * Knowledge of the interaction of county, state and federal laws pertaining to domestic animals.
• Knowledge of domestic animal state regulations and programs.
• Knowledge of the function and data needs of Board divisions to anticipate areas of overlap and collaboration needs.
• Knowledge of current agency databases and support systems utilized.
• Knowledge of project requirements and parameters set by MNIT and other partners to facilitate project management.
