DHHS Sr IT Project Mgr

Lead and manage the planning and implementation of a statewide IT project for the NC Division of Public Health (DPH).

• Collaborate with internal/external stakeholders and vendors to analyze, plan, and deploy the new solution.
• Serve as primary project management contact for business executives, IT teams, business program resources, and vendor staff.
• Oversee day-to-day project activities and ensure all required data and updates are entered into the State Project Management (Touchdown) system.
• Develop and maintain comprehensive project management, change management, risk management, rollout, and training plans.
• Integrate the project within existing governance processes to align priorities and minimize operational disruption.
• Create and maintain detailed project schedules, budgets, and monitor expenditures.
• Ensure all project management documentation adheres to State, DHHS, and PMBOK standards.
• Manage project scope, resources, timelines, costs, quality, communications, and procurements.
• Conduct business and technical analysis, and develop procurement documents (RFPs/RFQs).
• Oversee vendor activities, manage contract deliverables, and ensure timely completion of project milestones.
• Establish project governance, coordinate stakeholder communications, and conduct formal presentations.
• Act as IT project liaison to the business client, ensuring alignment of project goals and deliverables.
• Work with technical teams to ensure readiness and supervise implementation activities.
• Prepare and maintain all required State CIO project documentation.
• Lead effective project meetings and produce clear project materials and status reports.
• Utilize project management tools (e.g., MS Project, Jira, SharePoint) for planning and tracking.
• Apply both Waterfall and Agile/Scrum methodologies as appropriate.
• Monitor and manage project risks, issues, and changes to ensure successful delivery.
• Build, influence, lead, and motivate cross-functional project teams.
• Ensure compliance with strategic objectives, business needs, and resource availability.

Prefer candidates with PMP certification and experience in public health, healthcare, state/local government, legacy system upgrades, and data conversion.
