Technical Program Manager - Agile

We are seeking a Technical Program Manager to plan and oversee technology-focused projects and programs involving technology implementation, application upgrades, and technology capabilities and solutions. The role will work closely with technical teams, vendors, and stakeholders while applying Agile, Scrum, Kanban, Lean, and Waterfall methodologies., * Develop project plans and define project/program scope, goals, and deliverables for technology application development and implementation.

• Drive problem-solving and continuous improvement initiatives in collaboration with IT teams and technology vendors.
• Facilitate development efforts by creating and monitoring streamlined processes between internal teams and external technology providers.
• Manage Agile ceremonies and cadences, including sprint planning, backlog grooming, retrospectives, and stand-ups.
• Establish and maintain Agile/iteration cadences as team structure, scope, or stakeholder needs evolve.
• Build and maintain reporting using Jira and other tools to track velocity, throughput, capacity, and delivery risk.
• Define and track team health and delivery metrics to support continuous improvement.
• Provide management-level status updates, including risks, scope changes, and escalations.
• Communicate project and program status to stakeholders across multiple organizations and teams using quantitative measurements.
• Identify and drive resolution of obstacles and blockers affecting delivery.
• Ensure project and program objectives, deliverables, and results are completed within agreed scope, timelines, budget, and allocated resources.
• Provide analysis and reporting and present data clearly for reviews and presentations.
• Identify risks and develop mitigation plans to support timely project/program completion.
• Manage technology product goals and forecasts and collaborate with technical development teams to translate long-term objectives into actionable technology strategies and implementation roadmaps.
• Balance workload across technical staff to support realistic capacity planning.
• Ensure requirements are clearly written and aligned with stakeholder needs.
• Coordinate testing, QA, and UAT activities across the SDLC with engineering and business stakeholders.
• Partner with GRC, data analytics, cyber, compliance, risk, and business teams to solve problems and deliver enterprise value.
• Ensure the quality of project deliverables and manage scope across complex, multi-stakeholder iterations.
• Build strong stakeholder relationships to ensure requirements are understood and issues are resolved efficiently.
• Support vendor coordination and integration efforts where applicable.
• Apply standard project and development lifecycle methodologies, including Agile and Waterfall.
• Serve as a Scrum Master or Agile Coach when required.

• Bachelor’s degree.
• 6 years of experience in IT.
• 3 years of experience in Program Management.
• Expert-level Project Management experience.
• Experience with Program Management and projects.
• Experience with Cyber Security.
• Experience with Application Testing.
• Experience with Jira.
• Experience managing Agile ceremonies and cadences.
• Experience with project reporting, delivery metrics, and risk management.
• Experience coordinating testing, QA, and UAT activities.

• Experience working with multiple stakeholder groups and technical teams. Preferred Qualifications

• Master’s degree.
• Product Management experience.
• TPM/Agile Project Management experience.
• Experience with Archer tooling.
• ServiceNow experience.
