Data Engineer

The Enterprise Data Services unit delivers and supports cloud-based services that help CalHHS put its data to work. The team provides entity resolution, master data management, data exchange, analytics, dashboards, insights, and business intelligence for OTSI leadership, projects, and departments.

As the Data Engineer (IT Specialist III), you will lead the design, development, and implementation of the most technically complex cloud-based data solutions that support the State Verification Hub (SVH) for California’s Health and Human Services Agency (CalHHS).

In this role you will work closely with application development teams, external partners, and stakeholders across OTSI and CalHHS departments to:

• Build entity resolution, master data management, and data governance solutions.
• Design ETL/ELT data integration and data quality processes.
• Protect sensitive health, PII, and HIPAA data through strong privacy and security controls.
• Monitor data quality, integrity, and availability across the enterprise data ecosystem.
• Maintain modern cloud database infrastructure and improve interoperability between platforms.

You will also play an important role in shaping the data architecture and strategy behind the SVH, in line with the CalHHS Future Data and Digital Ecosystem (FDDE) and the CalHHS IT and Data Strategic Plan (ITDSP)., This position is currently eligible for one telework day per-week and is required to report in-person a minimum of four days per week. The amount of telework is at the discretion of the OTSI and is subject to operational needs.

Business travel may be required. All commute expenses to the reporting location will be the responsibility of the selected candidate., 4. Implementing highly complex or specialized enterprise information management solutions, including data sharing, modeling, quality security, privacy, linkages, warehousing, master data management, and governance.

1. Providing direction in formulating technology strategies that demonstrate cross-domain expertise at a deep technical level.

2. Participating in strategic data architecture planning and design efforts.

3. Managing operational efficiency and interoperability between platforms.

As a result, this position is subject to the California Health and Human Services Agency (CalHHS) Conflict of Interest Code. The selected candidate is required to file a Statement of Economic Interests (Form 700) when assuming office, annually while in office, and upon leaving office.

Individuals who are currently in the classification, eligible for lateral transfer, eligible for reinstatement, have list or LEAP eligibility, are in the process of obtaining list eligibility, or have SROA and/or Surplus eligibility (please attach your letter, if available). SROA and Surplus candidates are given priority; therefore, individuals with other eligibility may be considered in the event no SROA or Surplus candidates apply. Individuals who are eligible for a Training and Development assignment may also be considered for this position(s)., In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

At least two years in a lead or expert capacity for each of the following;

1. Highly complex or specialized cloud data integration operations.

2. Facilitating working sessions with senior staff, including those from multiple disciplines including program, technology and/or data, to align on strategic and/or operational goals.

3. Collaborating with development, stakeholder, leadership, and consulting teams.
