Job description

As a Procurement & Contract Support Officer, you’ll provide procurement and contract support across IT Services, assisting with technology procurement exercises and ensuring compliance with Council policies, financial regulations, and UK public sector procurement legislation. You’ll support sourcing activities, contract management, supplier relationships, financial administration, and continuous improvement across IT procurement and service processes., * Supporting the planning and delivery of IT and technology procurement projects in line with Council policies, financial regulations, and UK public sector procurement legislation.

  • Supporting sourcing activities through procurement frameworks and competitive tendering processes.
  • Assisting with the procurement of technology hardware, software, and services.
  • Supporting effective IT supplier and contract management, including compliance, performance, and value for money.
  • Assisting with contract negotiations and vendor management.
  • Providing financial, budget, and administrative support to IT Services when required.
  • Maintaining accurate procurement, contract, and service-related records and documentation.
  • Supporting asset management, telephony contract administration, and Freedom of Information activities where required.
  • Identifying opportunities to improve processes, reduce costs, and enhance service delivery.
  • Working collaboratively with colleagues, suppliers, and service users to resolve issues and implement appropriate solutions.
  • Providing guidance and support to colleagues on procurement, contract, and service-related matters.
  • Handling confidential, personal, financial, and commercially sensitive information in accordance with relevant legislation and Council policies.
  • Supporting continuous improvement across procurement, contract management, and IT service processes.
  • Deputising for the Senior ISP or line manager when required.
  • Undertaking other duties appropriate to the level and nature of the role., * Specialist interim role supporting Bradford Council’s IT Services function.

Requirements

We’re looking for someone proactive, detail-oriented, and organised, with strong procurement and contract management experience and the ability to work effectively with suppliers, colleagues, and service users.

You’ll ideally have:

  • Significant procurement experience within a large or complex organisation, preferably within the public sector.
  • Strong knowledge of procurement and contract management principles.
  • Demonstrable experience managing technology and transformation procurements and tenders.
  • Experience sourcing goods and services through procurement frameworks and competitive tendering.
  • Working knowledge of UK public sector procurement legislation, including the Procurement Act 2023 and Public Contracts Regulations 2015.
  • Experience procuring technology hardware, software, and services.
  • Strong contract negotiation and supplier/vendor management skills.
  • Knowledge of local authority procurement principles and best practice.
  • Strong communication, organisation, and problem-solving skills.
  • Ability to manage confidential and commercially sensitive information appropriately.
  • Ability to deliver a high standard of customer service.
  • Significant relevant procurement experience or a minimum of CIPS Level 3 Advanced Certificate in Procurement and Supply Operations.
  • Ability to work from Britannia House, Bradford city centre, at least one day per week.
  • Candidates should live within a reasonable daily commuting distance of Bradford., * Please briefly describe your most relevant experience in IT/technology procurement and contract management., * procuring IT hardware and software: 1 year (required)
  • UK public sector procurement legislation: 1 year (required)
  • IT Procurement: 2 years (required)

Licence/Certification:

  • Procurement Act 2023 and Public Contracts Regulations 2015 (required)
  • CIPS Level 3 Advanced Certificate in Procurement (required)
