Job description

We’re recruiting an ISP Data Migration Specialist / Application Support Interim to support the Council’s IT Services team. This role is focused on leading and supporting data migration activities, ETL processes, data quality, validation and application support throughout the project lifecycle. The successful candidate will work closely with technical and non-technical stakeholders to migrate data from legacy systems into a new case management solution while ensuring data accuracy, integrity, security and compliance., * Leading and supporting data migration activities throughout the project lifecycle

  • Extracting, transforming, cleansing, mapping, validating and loading data from legacy systems into the new case management solution
  • Analysing legacy data structures and identifying migration requirements
  • Designing and maintaining ETL processes and data transformation routines
  • Developing and maintaining data mapping specifications between source and target systems
  • Profiling datasets and identifying duplicates, inconsistencies and data quality issues
  • Developing migration scripts and automated processes where appropriate
  • Conducting test, rehearsal and production migrations
  • Performing data reconciliation and validation to confirm accuracy, completeness and integrity
  • Supporting User Acceptance Testing (UAT) and post-migration verification
  • Providing application support, maintenance, configuration and development where required
  • Investigating system and service issues and supporting the implementation of corrective and preventative actions
  • Maintaining accurate technical, migration and service documentation
  • Collaborating with Business Analysts, Project Managers, technical teams, system suppliers and Adult Social Care colleagues
  • Providing progress updates, contributing to risk and issue management, and supporting delivery within agreed timescales
  • Managing confidential and sensitive information in accordance with GDPR, information governance and Council policies
  • Following relevant IT service management processes and contributing to continuous service improvement
  • Supervising specialist external technical consultants when required, * Gain experience delivering complex data migration, ETL and data quality activities
  • Work with Adult Social Care systems and case management solutions
  • Contribute to the successful implementation of a new case management solution
  • Work collaboratively with technical teams, project stakeholders and service colleagues
  • Temporary interim contract providing valuable experience in Local Government ICT and data transformation, Please specify the tools/technologies used, e.g. SSIS, Azure Data Factory, Microsoft Fabric, SQL Server.
  • Do you have experience with data profiling, cleansing, mapping, reconciliation and validation?

Requirements

The role is ideal for someone with strong data migration, SQL, ETL and application support experience, excellent analytical and problem-solving skills, and the ability to work effectively in a dynamic environment., We’re seeking someone with:

  • Proven experience delivering large-scale or complex data migration projects
  • Strong knowledge of data migration and ETL methodologies
  • Advanced SQL skills, including data extraction, transformation and validation
  • Experience working with relational databases and large datasets
  • Strong experience in data profiling, cleansing, mapping, reconciliation and validation
  • Excellent analytical and problem-solving skills
  • Ability to interpret complex business rules and translate them into migration requirements
  • Experience producing data mapping, migration and technical documentation
  • Experience providing application support within an ICT or business systems environment
  • Knowledge of ITIL principles and IT service management processes
  • Ability to work effectively with both technical and non-technical stakeholders
  • Strong written and verbal communication skills
  • Ability to work independently, manage competing priorities and meet deadlines
  • Strong attention to detail and commitment to data quality
  • Understanding of GDPR, data governance and information security requirements
  • Relevant BTEC National Level qualification or equivalent experience in an ICT/business systems environment

Nice-to-have experience includes:

  • Experience delivering data migration projects within Local Government or the NHS
  • Experience of Adult Social Care system migrations
  • Experience with TPP SystmOne, System C Liquidlogic LAS, ContrOCC, Mosaic, Frameworki or other social care case management systems
  • Experience with Microsoft SQL Server, MySQL, SSIS or Azure Data Factory
  • Experience with Microsoft Fabric or other data migration tools
  • Advanced Microsoft Excel, Power Query, Power BI or Python skills
  • Experience working with Azure or cloud-hosted applications
  • Familiarity with Azure DevOps, Jira, SharePoint, Teams or Microsoft 365
  • Knowledge of social care data standards, statutory reporting and regulatory requirements
  • Relevant degree or equivalent experience in Computer Science, Information Systems, Data Management or a related technical discipline
  • Experience supervising specialist external technical consultants, * Candidates must have the right to work in the UK, with eligibility documentation verified before appointment
  • Relevant qualifications, licences or professional registrations, where legally required, must be verified
  • References covering the required employment period and any employment gaps must be satisfactorily completed
  • The role involves access to confidential, personal, financial and commercially sensitive information; strict confidentiality and information governance requirements apply
  • Candidates should be able to communicate clearly and effectively in English, particularly when explaining complex technical matters to non-technical colleagues, * Do you have proven experience delivering large-scale or complex data migration projects?
