Job description
The Insolvency Service requires a Head of Digital Resilience and Business Continuity to manage preparedness against major disruptions, ensuring essential public services continue during crises such as cyber-attacks, infrastructure failure, or pandemics. This role guarantees compliance with government security standards, manages risks to critical assets, and develops response strategies., Change and Technology Services (CTS) is responsible for the delivery of all the agencyÂ’s information and communications technology services. We are modernising our resilience posture and seek a G7 Head of BCDR to build and lead an agency-wide capability that extends current Azure backup strategies and delivers orchestrated recovery of public-facing services using Azure Site Recovery (ASR). You will own strategy, delivery and assurance of disaster recovery across multiple subscriptions and suppliers, embedding a sustainable programme of planning, testing and audit aligned to government standards., * own the BCDR strategy and roadmap; integrate with ISMS incident processes and SIMP/Gold Command activation
- design and deliver Azure-to-Azure DR using ASR (replication policies, target-region readiness, Recovery Plans/runbooks)
- design and deliver DR-ready networking/identity in the secondary region (VNets/subnets, DNS, private endpoints, routing, firewalls)
- establish a rolling test regime (table-tops, component tests, non-disruptive test failovers and full rehearsals) with auditable evidence
- set and assure supplier and third-party BCDR requirements (immutability, Geo-Redundant Storage/ Cross-Region Restore, cadence of testing) across all managed subscriptions
- maintain the BCDR risk register; quantify inherent vs residual risk; provide regular governance/ELT reporting
- support business case development and investment options for resilience improvements
- the postholder will work closely with the Physical Security and Resilience Team (PSRT) to ensure effective alignment between cyber resilience, physical security, and wider business continuity arrangements
- the role will actively support joined up planning and testing, to identify synergies between cyber and physical resilience activities, and contribute to strengthening the agencyÂ’s overall capability to prevent, respond to, and recover from disruptive incidents, * UK nationals

- Turkish nationals, and certain family members of Turkish nationals, who have accrued the right to work in the Civil Service, A candidate can raise a complaint to the Insolvency Service by emailing the contact point for applicants (as listed on the vacancy advert), if they think that: They have been discriminated against under the Equality Act 2010 there have been procedural irregularities at any stage of the recruitment process All complaints must be received by the contact point for applicants within 24 hours from the date the applicant is advised of their non-success at sift, assessment or interview. Complaints will be considered by an independent third-party outside of recruitment campaign. The decision will be conveyed to the applicant, in writing, within 5 working days of receipt of the complaint. The recruitment process will usually be put on hold until the complaint has been resolved. Complaints may also be made to the Civil Service Commission at any time if the individual believes their application has not been treated in accordance with the recruitment principles (appointment on merit through fair and open competition). However, complaints must first have been raised to the Insolvency Service
Requirements
- Cloud-based Business Continuity and Disaster Recovery experience.
- Strong cloud backup and recovery knowledge.
- Experience integrating BC activities with incident response.
- Excellent stakeholder engagement and communication.
- Supplier/vendor management.
- Ability to operate strategically and technically.
Desirable
- Azure Site Recovery experience.
- Azure recovery services knowledge.
- CISSP certification.
- ISO27001 exposure.
- Experience with government BC audit requirements., + behaviour 1 - seeing the big picture
- behaviour 2 – making effective decisions
- technical Skills – assessed through:
- technical skill 1 – Azure Site Recovery (ASR end-to-end design (multi-subscription, public-facing services)
- technical skill 2 – secondary-region networking and identity readiness (making failover work)
- technical skill 3 – RTO/RPO, testing strategy, and audit-grade evidence (CAF / GovS 007 / ISO 27001), Successful candidates must meet the security requirements before they can be appointed. The level of security needed is security check .
