Job description

  • Overseeing system upgrades, change management, and daily operations of the client’s IT portfolio, governance, and financial management system(s).
  • Supporting the implementation of IT governance and IT financial management system(s), including system updates and user trainings.
  • Collaborating with IT stakeholders to ensure the business continuity and success of the IT portfolio, governance, and financial management system(s).
  • Leading updates to the internal IT governance tools and platforms and support the Communications Specialist’s administration of communications to the IT community through those platforms.
  • Overseeing data governance and processes, information management, and reporting within the key IT portfolio management tools, systems, and platforms.
  • Supporting the integration of the IT budget, IT spend plans, and IT acquisitions into CIO processes and tools.
  • Maintaining the program website and SharePoint sites (ongoing).
  • Supporting development of program status reports and dashboards and providing reporting in multiple forms (Microsoft Office and Google Workspace, e.g., Google Slides and Google Sheets).
  • Providing system data extracts and reporting support for the monthly IT investment review and for federalwide data calls (e.g., the quarterly Integrated Data Call to OMB).
  • Leading support for the IT enterprise software management program and providing technical and system inputs to the IT total cost of ownership (TCO) program (including TCO recommendations and briefings) and the IT vendor management and IT enterprise program led by the Financial/Functional Analyst.
  • Supporting the maturity and modernization of the IT portfolio governance program and the enterprise IT risk management program through technology and tool improvements.
  • Architecting solutions that accommodate complex business needs and align technologies across platform, cloud, database, software, systems, security, and related components.
  • Improving business and technology processes through technology using industry best practices and current federal architecture frameworks.
  • Recommending and implementing costeffective, incremental enhancements to the technologies used in the client’s systems to add business value.
  • Providing technology integration support to federal and departmentwide IT initiatives throughout the IT solution lifecycle, researching IT solutions supporting business process improvements, and supporting program/project status updates through the program website and governance platforms.
  • Complying with federal security requirements for unclassified IT resources, safeguarding of sensitive data and PII, records management, and Section 508 accessibility in all system work and deliverables.
  • Performing other duties as assigned by the COR.
  • Performing additional duties as assigned in support of evolving contract requirements and client needs.
  • Understanding the organizational policies and procedures for accuracy of solutions and deliverables to the client.
  • Demonstrating a commitment to quality and customer support.

Requirements

  • Bachelor’s degree, * Ten or more years of IT experience, including five or more years of experience in enterprise architecture and its components
  • Ability to architect solutions for complex business needs across network, compute, storage, platform, cloud, database, software, systems, security, and mail; improve business and technology processes through technology; support numerous large projects at once; stay current on federal architecture frameworks
  • Demonstrated experience in development, planning, testing, and evaluation of information systems, including interoperability, development technologies, and technical specifications
  • Demonstrated expertise in the SOW’s system/platform tasks: implementation, upgrades, change management, and daily operations of IT portfolio, governance, and financial management system(s); IT governance tools/platforms; data governance and reporting; website/SharePoint maintenance
  • Must have the ability to obtain the client’s suitability and meet federal background investigation requirements
  • A proficiency in utilizing MS Office products
  • Proven familiarity with Artificial Intelligence (AI) concepts and responsible use of AIassisted tools
  • Excellent written and verbal communication skills
  • A highly motivated selfstarter
  • Must be motivated and have excellent customer service skills, * Experience architecting or administering federal IT portfolio management, CPIC, or IT financial management platforms and their data feeds to OMB reporting (IT Dashboard, Integrated Data Call)
  • Federal Enterprise Architecture (FEA) framework experience or TOGAF/Zachman certification
  • Cloud platform certifications (e.g., AWS, Azure, Google Cloud) or ITIL
  • SharePoint Online administration and dashboard/data visualization experience (Power BI, Tableau, Looker Studio)
  • Experience delivering enduser training and change management for enterprise systems
  • Section 508 accessibility testing/remediation experience
