Job description
The State Office of Risk Management administers the workers’ compensation program, insurance and risk management programs, and the continuity of operations program for other state entities. SORM is seeking an experienced Systems Administrator to assist with maintaining the configuration, operation, security, and reliability of agency systems, as well as installing, configuring, and upgrading hardware, operating systems, and core application software. Responsible for administering SORM’s Windowsbased infrastructure, M365 tenant administration, enterprise data classification management, and core server systems., * Installs, configures, maintains, and administers Windowsbased physical and virtual servers, operating systems, enterprise file systems, and network storage platforms.
- Coordinates, plans, and schedules the installation or upgrading of systems, operating systems, servers, applications, and computer hardware components.
- Supports operational, technical, and system requirements for the location, installation, operation, and maintenance of server infrastructure.
- Monitors and evaluates system performance to optimize resource utilization, high availability, and effective operations.
- Defines, configures, and manages user roles, groups, directory structures, and access control privileges (ACLs) within a variety of applications and networks to prevent unauthorized access.
- Implements and maintains data security controls across Windows servers, enterprise storage platforms, and cloud services in alignment with agency security standards.
- Defines, implements, and manages SORM’s data classification scheme, establishing policies, procedures, and technical standards for public, sensitive, and confidential data categories.
- Configures and administers data classification rules, automatic sensitivity labeling, and data loss prevention (DLP) policies within Microsoft Purview and Microsoft 365 environments to enforce compliance.
- Supports general data governance and compliance policies using administrative tools, ensuring data privacy and regulatory compliance across M365 and related environments.
- Schedules and manages regular backups and data archiving solutions to maintain workstation and server data integrity and support disaster recovery plans.
- Provides highly complex troubleshooting support for systems hardware, software, and networking issues, resolving incident and problem calls.
- Manages and processes service requests, tasks, and system tickets using standard service management platforms (e.g., Web Help Desk) under ITSM guidelines
- Studies existing information processing procedures, evaluates system effectiveness, and assists in defining business process requirements to develop new systems or workflows
- Prepares and maintains rigorous technical documentation, standard operating procedures (SOPs), system design layouts, and technical recommendations for management
- Performs related work as assigned.
- Maintains relevant knowledge necessary to perform essential job functions.
- Attends work regularly in compliance with agreedupon work schedule.
- Ensures security and confidentiality of sensitive and/or protected information.
- Complies with all agency policies and procedures, including those pertaining to ethics and integrity., * Technical form design, list layout customization, and user interface (UI) system property settings.
- Service catalog creation, including catalog items, record producers, and variable configurations.
- Service Level Agreement (SLA) configuration, monitoring, and administrative management.
- Knowledge base creation, structuring, and general system documentation management.
- Scheduling jobs, data transfers, and standard data imports (e.g., Import Sets, Transform Maps).
- The use of Microsoft Word, Excel, and Outlook to conduct office routines and analyze reports.
- Establishing and maintaining effective, collaborative, and positive working relationships with coworkers and contacts.

Providing highquality customer service in a polite, professional, and timely manner. Ability to:
- Recognize, analyze, and resolve highly complex technical issues and mitigate systemic risks.
- Coordinate, plan, and schedule system installations, software migrations, and user training sessions.
- Analyze system architecture, evaluate information processing procedures, and define clear business process requirements.
- Write and revise technical standards, standard operating procedures (SOPs), data classification guidelines, and system workflows.
- Formulate structured data classification schemes and map SORM’s compliance requirements to technical security configurations.
- Communicate complex technical concepts and solutions effectively, both verbally and in writing, to technical and nontechnical audiences.
- Make sound, logical, and timely decisions under varying levels of pressure.
- Work independently with limited supervision and exercise initiative in daily tasks.
- Conduct all work activities safely and in strict accordance with SORM safety guidelines and programs.
- Availability for afterhours and weekend work for system maintenance. Candidate must reside in Texas. Travel statewide up to two (2) times a month may be required. Hybrid or telecommuting options may be considered based on SORM guidelines.
Requirements
- Education: Graduation from an accredited fouryear college or university with a bachelor’s degree in computer science or a related technical field is required. One (1) additional year of the required fulltime systems administration experience may substitute for thirty (30) semester hours of the required education, with a maximum substitution of 120 semester hours (4 years).

Experience: Five (5) years of handson experience managing Windows Server infrastructure or administering Microsoft 365 suites and enterprise tools is required. Knowledge of:
- Windows Server management, infrastructure administration, and server upgrade best practices.
- Microsoft 365 cloud services, tenant management, and administration of core enterprise tools.
- Data classification frameworks, information privacy standards, and state/federal data governance regulations (such as DIR guidelines).
- Microsoft Purview Information Protection, sensitivity labeling, and enterprise data governance tools.
- Incident, Problem, Change, and Request modules under IT Service Management (ITSM) frameworks.
- ServiceNow or similar enterprise ticketing platform interfaces and ticketresolution routines.

Update sets, application scopes, and instance management parameters. Skill in:
- User, group, role, and permission management (including Access Control Lists [ACLs]).
- Implementing, testing, and managing automatic and manual data classification labels and DLP configurations., * Proven track record with two (2) years of experience deploying enterpriselevel Microsoft 365 tenants and configuring core M365 enterprise tools.
