The ideal candidate will have a combination of HRIS functional knowledge and hands-on technical experience with Tyler Munis. This is not strictly a user-support position. The County is looking for someone who understands how HR and payroll processes translate into system configuration and can independently analyze issues, recommend solutions, and help implement changes.

The position is expected to last approximately 6 months to one year. Most work can be performed remotely; however, the consultant must be available to work onsite at the County’s North Carolina offices when needed for meetings, workshops, testing, implementation activities, or other project requirements., * Assess the County’s existing Tyler Munis HRIS configuration and identify opportunities to improve system functionality, workflows, and business processes.

  • Assist with the reconfiguration and optimization of Tyler Munis to better support HR and organizational requirements.
  • Work directly with HR, Payroll, IT, and business stakeholders to gather and document requirements.
  • Translate HR and payroll business requirements into appropriate Munis configuration and system solutions.
  • Review existing workflows, business rules, security, processes, and system settings and recommend improvements.
  • Configure and test changes within the Munis environment.
  • Troubleshoot functional and technical HRIS issues and determine root causes.
  • Support HRIS interfaces, integrations, data exchanges, and related system processes as needed.
  • Assist with reporting, queries, data validation, and reconciliation.
  • Evaluate existing manual processes and identify opportunities to improve efficiency through Munis functionality and automation.
  • Develop and execute test scenarios to validate system configuration changes.
  • Support user acceptance testing and assist HR and Payroll users with validating system changes.
  • Document system configurations, workflows, processes, procedures, and implemented changes.
  • Coordinate with Tyler Technologies and other vendors when necessary to resolve issues or implement changes.
  • Provide knowledge transfer and training to County HR, Payroll, and IT personnel.
  • Assist with implementation and post-implementation support for configuration changes.

Requirements

  • Demonstrated professional experience supporting an HRIS or Human Capital Management system.
  • Hands-on experience working with Tyler Technologies Munis, particularly HR and/or Payroll functionality.
  • Experience configuring, reconfiguring, or optimizing Munis rather than solely using the system as an end user.
  • Strong understanding of HRIS business processes and how HR requirements translate into system configuration.
  • Experience gathering requirements and working directly with HR, Payroll, IT, and business stakeholders.
  • Ability to analyze existing system configurations and recommend practical improvements.
  • Experience troubleshooting HRIS issues and supporting system changes through testing and implementation.
  • Experience with data validation, reporting, queries, interfaces, or integrations.
  • Ability to work independently and take ownership of assigned HRIS initiatives.
  • Strong documentation, analytical, problem-solving, and communication skills.
  • Ability to work remotely while being available for occasional onsite work in North Carolina., * Experience supporting Tyler Munis HR/Payroll in a county, municipality, school system, or other public-sector organization.
  • Experience with multiple Tyler Munis HR/Payroll modules.
  • Experience with Munis workflows, security, reporting, integrations, and system administration.
  • Experience evaluating and redesigning HRIS business processes.
  • Experience participating in Munis implementations, upgrades, conversions, or major reconfiguration initiatives.
  • Knowledge of public-sector HR and payroll processes.
  • Experience working directly with Tyler Technologies support or professional services.
