Job description

  • Translate the DEQAct framework and technical attachments into an application-specific architecture for BMP Warehouse, identifying reusable DEQ patterns and project-specific extensions.
  • Define the SPA/BFF/API separation, service boundaries, request/response patterns, error-handling conventions, validation architecture, background/asynchronous processing, configuration management, and observability approach.
  • Lead technical design for large/chunked uploads, staged review/approval, record editing, transformations, search/reporting, exports, scheduled processes, and role/organization-scoped access.
  • Design authentication/authorization integration with DEQ enterprise identity/Duende IdentityServer and ensure role-based security is consistently enforced across UI, BFF, APIs, and data access.
  • Define secure API patterns for CGP, CEDS/TMDL IP, OLAP, DCR/VACS, local-government access, and future extensibility; coordinate ownership and versioning with DEQ technical teams.
  • Guide Oracle-to-SQL Server modernization decisions jointly with the Data Lead, including transaction boundaries, data-access patterns, migration compatibility, performance, audit logging, and rollback considerations.
  • Define GitLab repository structure, branching/merge strategy, coding standards, review gates, build/release conventions, secrets/configuration handling, and environment promotion with the team.
  • Produce and maintain system design documentation and architecture diagrams; review technical deliverables from developers/data/GIS resources.
  • Perform hands-on coding, spikes/prototypes, code reviews, troubleshooting, and remediation for high-risk or cross-cutting components.
  • Ensure non-functional requirements are engineered in: scalability, file cleanup, audit/ETL logging, security, backup/recovery dependencies, performance, and four-environment deployability.
  • Support technical demonstrations, performance/load tuning, production-readiness reviews, deployment, knowledge transfer, and as-built documentation.

Requirements

Experience: 10+ years in development; 4+ years in modern .NET solution architecture Purpose: Own the technical design and implementation quality of the rebuilt BMP Warehouse within DEQ’s DEQAct target pattern. This is a hands-on architecture role: the individual must define patterns, produce and review code, resolve cross-cutting issues, and guide developers through delivery - not operate only at an enterprise-diagram level., * 10+ years of software engineering experience with deep recent experience in ASP.NET Core and modern .NET.

  • Strong experience designing and building REST APIs and BFF/service-layer patterns; hands-on ability to code and review production-quality .NET.
  • Experience with Vue.js or comparable modern TypeScript SPA frameworks; Vue 3 experience strongly preferred.
  • Strong SQL Server design/performance experience and understanding of legacy Oracle modernization/migration concerns.
  • Experience with OAuth2/OpenID Connect, identity providers, RBAC/claims, secure API design, and enterprise authentication integration.
  • Experience designing asynchronous/background processing, file ingestion, high-volume data workflows, audit logging, and resilient integration patterns.
  • Experience with GitLab or comparable enterprise Git/CI/CD tooling and multi-environment release management.
  • Ability to communicate architecture decisions clearly to developers and government technical stakeholders.

Preferred Skills:

  • Direct experience with Vue 3 + TypeScript, .NET 8/9/10 Minimal APIs, ASP.NET Core BFF patterns, Duende IdentityServer, SQL Server 2022, and GitLab CI/CD.
  • Experience modernizing ASP.NET MVC/.NET Framework + Oracle applications.
  • Public-sector application modernization and security/compliance experience.
  • Microsoft/Azure/.NET architecture certifications are helpful but not mandatory.
