MS Data Management (Data Structure / Management / ICD Documentation)

We are seeking an experienced Data Management Consultant with expertise in data governance, data architecture, healthcare data, and enterprise data management. The consultant will be responsible for assessing current data environments, establishing data governance frameworks, creating data catalogs and lineage documentation, developing interface management artifacts, and providing recommendations to improve data quality, integration, and overall data management processes., * Gather and analyze business and technical requirements related to data sources, mappings, and interface structures.

• Create and maintain data catalogs, data lineage documentation, and data governance frameworks.
• Develop Interface Registries and Interface Control Documents (ICDs).
• Design and document conceptual, logical, and physical data models.
• Create Interface Management Plans and Data Governance & Management Plans.
• Assess current data management practices and recommend process improvements.
• Document system integrations, data flows, and data movement across enterprise applications.
• Identify risks related to data management, governance, integration, and compliance.
• Recommend tools and technologies for data governance, cataloging, lineage, and interface management.
• Collaborate with business stakeholders, technical teams, and leadership to ensure successful project delivery.
• Prepare monthly status reports and project documentation.
• Support data warehouse and enterprise data architecture initiatives.

• Expert-level experience with Microsoft Purview.
• Strong experience with relational SQL and NoSQL databases.
• Extensive experience in Data Governance, Data Catalog, and Data Lineage initiatives.
• Hands-on experience with data modeling tools such as ERwin or ER/Studio.
• Deep understanding of enterprise data architecture, database design, and management best practices.
• Experience creating conceptual, logical, and physical data models.
• Strong knowledge of healthcare data management and related business processes.
• Experience developing Interface Registries and Interface Control Documents (ICDs).
• Understanding of business intelligence concepts and reporting frameworks.
• Strong analytical, documentation, communication, and stakeholder management skills.
• Experience troubleshooting and optimizing system interfaces and integrations.
• Strong project management capabilities.

Preferred Skills

• Medicaid or healthcare modernization project experience.
• Experience with enterprise data warehouse design and implementation.
• Knowledge of user interface and user experience principles.
• Experience with software development and system integration projects.
• Professional certifications related to data management, governance, architecture, or project management.
• Experience working in large government or regulated environments.
• Familiarity with modern data governance and metadata management tools.
