IT Sourcing Consultant

• Procurement Leadership: Direct and manage the end-to-end sole-source procurement process for a cloud-hosted software platform.
• Documentation & Compliance: Ensure all required justifications, forms, and compliance documents for a sole-sourced cloud solution are thoroughly completed and aligned with applicable standards.
• Vendor & Contract Negotiations: Evaluate vendor proposals and execute targeted negotiation strategies to secure fair pricing, favorable terms, and well-defined project milestones.
• Risk Management: Identify potential procurement and operational risks, develop mitigation strategies, and establish enforceable contracts that protect the organization’s long-term interests.
• Stakeholder Alignment: Manage customer expectations and deliverable timelines through proactive communication across project management, technical solutions, and executive teams.
• Knowledge Transfer: Conduct post-project lessons-learned reviews to facilitate seamless handoff and maintain high customer satisfaction.

We are seeking an experienced IT Sourcing Consultant to lead a specialized, sole-source procurement initiative for a cloud-hosted licensing and enforcement system. This role requires an independent professional capable of navigating public-sector sourcing workflows, preparing comprehensive procurement documentation, evaluating vendor proposals, and driving negotiations to establish solid, cost-effective contracts with clear deliverables., * 8+ years of deep industry experience in IT procurement, supplier management, and sourcing cloud-hosted solutions.

• 8+ years of hands-on experience in contract development, vendor negotiations, and commercial terms drafting.
• 8+ years of technical writing, business requirements gathering, and scope definition experience.
• Proven ability to work autonomously while coordinating across cross-functional technical and business teams.

Preferred Qualifications

• Familiarity with state/public-sector procurement guidelines and statutory regulations.
• Working knowledge of enterprise cloud-hosted security standards, protocols, and compliance requirements., * IT Procurement & Vendor Sourcing (Software / SaaS / Cloud Solutions) (Required 8 Years)

• Engagement Type: Contract (Short-Term / Part-Time)
• Hours: approx. 20 hours/week, 160 hours total
• Work Arrangement: Hybrid (1 day per week on-site in Henrico, VA)
