Job description

Changing Technologies, Inc. (CTI) is hiring a GIS Technical Specialist (Junior level) for the NCDIT-Transportation (NCDIT-T) GIS Team, which serves the NC Department of Transportation. You will support the State Traffic Operations Center (STOC) and the Transportation Mobility and Safety (TM&S) Unit by maintaining and updating the GIS data used for routing, traffic operations, and incident response. You will work closely with non-GIS staff, understand what they need, and help build maps, dashboards, and GIS tools for daily operations.

An original work sample is required

Your application must include an original sample of your GIS work. This can be documentation of a GIS process, a cartographic map, a report on a GIS solution, or a link to a GIS application where you were the primary creator or developer. A screenshot of a map you made is enough. A write-up with no maps will not be considered, unless it is an Arcade or Python script that clearly shows GIS knowledge. AI-generated samples are not allowed. Applications without a work sample will not be considered.

What You Will Do

  • Update and maintain GIS data by editing geometry, events, and attributes to support STOC and TM&S operations
  • Perform routine QA/QC checks to keep data accurate, following GIS Unit workflows and standards
  • Help create and update maps, dashboards, and GIS tools for routing, signal operations, incident response, and situational awareness
  • Work with TM&S staff to understand requests, ask clarifying questions, and document requirements clearly
  • Write basic Arcade code for mapping, queries, calculations, and display
  • Support ETL processes under guidance from senior GIS staff
  • Attend STOC meetings to learn workflows and operational needs
  • Answer user questions, troubleshoot simple issues, and escalate complex problems to senior staff
  • Report to the GIS Specialist - Expert and work closely with the team, in person and remotely, * Must be authorized to work in the United States for the duration of the assignment
  • CTI participates in E-Verify; employment eligibility for all hires is verified in compliance with applicable state and federal requirements
  • This is a W2 engagement only. We do not work with 1099 or Corp-to-Corp (C2C) arrangements, and third-party or agency submissions will not be considered

Why This Role

  • Your maps and tools will directly support traffic operations and emergency response across North Carolina
  • Hands-on with the full Esri stack: ArcGIS Pro, ArcGIS Online, ArcGIS Enterprise, Survey123, Field Maps, and Experience Builder
  • Learn from senior GIS staff while building real production tools

Requirements

  • 4+ years with ArcGIS Pro
  • 4+ years of ArcGIS Online administration, web mapping, and cartography
  • 2+ years with Survey123, Field Maps, and Experience Builder
  • 4+ years of strong oral and written communication, including turning non-GIS meetings and requests into GIS outcomes
  • Advanced knowledge of ArcGIS Online, the Esri software suite, and ArcGIS Enterprise
  • Able to build web mapping applications on your own and publish hosted and referenced feature services
  • Understanding of the full GIS product life cycle: requirements gathering, databases, schema creation, cartography, application development, and maintenance
  • Strong documentation and organization skills

Nice to Have

  • ArcGIS Enterprise administration and server management, 2+ years (highly desired)
  • Arcade and Python scripting, 2+ years (highly desired)
  • GIS for public safety, 2+ years, * ArcGIS Pro: 4 years (Required)
