Manager, Technology

• Manage day-to-day IT for staff: workstations, laptops, mobile devices, printers, firewalls and the office network/Wi-Fi

• Administer operating systems, directories, user accounts and authentication, including MFA and cyber security

• Maintain endpoint configuration, patching and device lifecycle for agency-owned hardware

• Monitor system performance and capacity; maintain the agency website

Cybersecurity, risk and compliance

• Lead cybersecurity: access controls, MFA, encryption, vulnerability remediation and threat monitoring

• Ensure compliance with the HIPAA Security Rule, Ohio privacy laws and internal security policies

• Lead incident response (lost or stolen devices, phishing, suspected breaches) and escalate to vendors or legal counsel

• Maintain a right-sized technology policy set, technical documentation and audit-readiness evidence

• Partner with Executive Leadership on technology risk decisions

Qualifacts/Credible EMR administration

• Serve as CBHC’s primary contact with Qualifacts for upgrades, patches and configuration changes

• Configure Credible settings: user roles and permissions, documentation templates, treatment plan/ISP forms and workflow rules

• Provision and de-provision Credible users, with role-based access to PHI

• Maintain interfaces (clearinghouse billing files, e-prescribing, state/ODBH data submissions) and resolve interface errors

EMR data, reporting and analytics

• Write, optimize and maintain SQL queries against the Credible database for recurring and ad hoc reports

• Build Credible dashboards, custom forms, services and report views for leadership, clinical, billing and compliance use

• Validate data accuracy and maintain report logic, data dictionaries and metric definitions

• Support audits, quality initiatives and regulatory reporting with HIPAA-compliant handling of PHI in extracts

• Manage IT vendors, MSPs and hosting providers, including vendor security assessments

• Coordinate backups, disaster recovery and business continuity with Qualifacts and other hosting vendors

• Bachelor’s degree in Information Technology, Computer Science, Information Systems, Health Informatics, Data Analytics or a related field, or equivalent experience

• Healthcare IT experience with accountability for infrastructure and security

• Direct, hands-on experience administering a healthcare EMR

• Advanced SQL, including building reports within an EMR

• Working knowledge of networking, endpoint security, backups and disaster recovery

• Demonstrated experience applying the HIPAA Security Rule in a small-to-midsize healthcare organization

• Comfort supporting general office IT without a dedicated infrastructure team

Community Behavioral Health Center (CBHC), a community mental health provider in northeast Ohio, is seeking an experienced Manager of Technology to oversee all IT infrastructure, hardware, cybersecurity operations and EMR management and reporting. This role is accountable for protecting CBHC’s technical environment, ensuring system availability, and maintaining regulatory compliance. The position reports directly to the CEO.

The Manager, Technology owns CBHC’s technology environment end to end: agency IT and cybersecurity, administration of the Qualifacts/Credible EMR, and the data reporting that clinical, billing, compliance and executive teams rely on.
