Automated Program System Specialist - System Administrator

The Idaho Department of Fish and Game (IDFG) is seeking an Automated Program System Specialist to act as a System Administrator for our automated licensing system at our Headquarters office in Boise. The System Administrator will be responsible for leading Quality Assurance and User Acceptance Testing for our GoOutdoorsIdaho automated licensing system, supervising two staff members, and coordinating system sprint/release cycles. This role will also serve as a point of contact for IDFG regional offices regarding customer assistance, license rules and regulations, and license system related troubleshooting. The System Administrator will be expected to coordinate and collaborate with a third-party contractor and provide internal and external customer service., * System development, implementation, and monitoring o Develops and recommends system operations policies and procedures o Analyzes, interprets, and monitors federal and state regulations/policies for system impacts and identifies and recommends implementation methods, procedures, and time frames o Develops specifications for software modifications by contractor staff o Identifies and recommends enhancements and modifications to the automated system o Provides guidance to IT and agency staff on program requirements and impact of system changes on other program systems o Coordinates problem resolution with representatives from interfacing systems, including coordination with third party vendors o Researches and prepares observation reports of system problems from follow-up by IT staff o Maintains working knowledge of system configurations and functionality, and updates according to department sales events, fiscal/calendar year updates, rule/statute changes, etc. o Supervises other staff

• Testing and documentation o Develops detailed test criteria and conducts/oversees all quality assurance, regression, and defect identification testing o Identifies cases meeting specific test criteria and ensures cases cover all testing criteria o Documents and analyzes test results o Identifies programming problems and their causes and advises manager and contractor o Approves implementation of tested programs o Develops procedures for implementation of rule and regulation changes o Maintains documentation of system functions including logic, data elements, reporting requirements, and output o Responds to audit findings o Plans and presents system demonstrations o Develops and oversees maintenance of user/help desk manuals

• Training/consultation o Plans and conducts training for system users and trainers o Develops training aids and material o Responds to user inquiries and resolves problems o Provides information to and liaison between field staff, management and IT/contractor staff o Coordinates information exchanges with other department units and outside agencies o Coordinates information exchanges with other department units and outside agencies

• Some knowledge of training methods. (Typically gained by successful completion of coursework or workshops of 16 hours or more covering communication concepts, learning styles, course design, and presentation skills. It may also be demonstrated through six months of experience presenting formal training sessions to groups.)
• Experience interpreting and applying laws and regulations. (Typically gained by at least six months of experience interpreting and applying laws and regulations.)
• Experience analyzing system output data and data integrity. (Typically gained by gained through at least six months of work experience analyzing automated system output data and data integrity.)
• Experience researching, identifying, and independently resolving automated case processing problems. (Typically gained through at least six months of experience demonstrating independent resolution of automated case processing problems through complex analysis corrective actions. Problem solving activities may include review of screens and system generated transaction and error reports; compiling documentation of actions and results following processing; follow-up actions; system manipulation.)
• Experience providing technical assistance to the program’s automated system users. (Typically gained through at least six months of work experience in a help-desk role for an automated system. Responsibilities must have included providing detailed technical assistance to program users in areas specific to an automated program such as keying/coding or problem solving. Include any additional experience (and the length of time where this was a job requirement) you may have independently resolving automated processing problems and assisting others in the use of program(s) involved.)
• Experience translating technical material into easily understandable oral and written communications. (Typically gained through at least six months of experience in a program to have gained complete knowledge of the variety of programs involved. Some typical examples would be: experience working with clients explaining how laws, rules and regulations apply to their circumstances (experience should include oral and written responses to client inquiries); speaking before groups explaining program requirements; one-on-one training of new program users; experience providing technical assistance to program users; preparing written responses to requests for program information; preparing written training material.)

Minimum Qualification Specialty Areas: (The qualifications listed below are required for the current opening at the Idaho Department of Fish and Game. To be considered for this position, applicants must meet the minimum experience and/or education standards as outlined in each of the typical qualification guidelines.)

• Some knowledge of supervision. (Typically gained by completion of a class or seminar (of more than one day) specifically covering supervisory practices OR completion of a college course covering supervisory practices OR lead work experience that involved work assignment, direction, and monitoring of staff (such experience on a fill-in basis is non-qualifying unless for a minimum of three months.))
• Some knowledge of project management. (Typically gained by completion of at least one project management course OR six months of work experience assisting with projects.)

The ideal candidate will have experience in quality assurance testing and basic knowledge of software pipelining, and/or SQL programming. Additional consideration may be given at the time of interviews to candidates who have knowledge in these areas.
