Job description

“Gainesville Regional Utilities (GRU) is seeking an experienced and forward-thinking IT Manager of Applications Development to lead the strategy, development, implementation, and support of enterprise business applications that power critical utility and government operations.

This is managerial, advanced technical and administrative work planning, directing, and coordinating the design, programming and implementation of mission-critical, complex and integrated application software used in support of the Utility and General Government functions supervision.

The single position allocated to this class reports to a designated supervisor and works under general supervision. Work in this class is distinguished from other classes by its managerial and advanced technical and operational responsibilities., Manages the development and implementation of enterprise, ERP, and web-based computer applications projects.

Ensures application development initiatives align with organizational goals, policies, priorities, and key performance indicators (KPIs).

Evaluates project proposals, determines business and technical requirements, and assesses feasibility, costs, and return on investment.

Develops project plans, establishes schedules and priorities, and manages resources, budgets, milestones, and deliverables.

Non-Essential Functions:

Performs other related duties as assigned.

May be responsible for enforcing the drug policy, based on physical location and organizational structure.

Requirements

Do you have experience in Software implementation?, Bachelor degree from an accredited college or university with major course work in computer science, information systems, engineering or related discipline

Significant experience with the implementation or support of complex ERP (Enterprise Resource Planning) systems is required.

Equivalent combinations of education and experience may be considered if they meet the requirements of the department.

Experience

Eight (8) years of progressively responsible experience in information technology including four (4) years supervisory or large project management experience

Physical and Environmental Requirements

May be required to work and attend meetings outside regular business hours, including nights, weekends and holidays.

Requires local travel to other general government or GRU locations within the Gainesville area.

Knowledge, Skills, and Abilities

Knowledge of business practices, organizational processes, and the role of IT applications in improving business operations and resolving problems.

Considerable knowledge and experience with Software Development Life Cycle (SDLC), systems development, quality assurance, integration, and change management practices.

Knowledge of current application technologies and tools, including enterprise platforms, databases, reporting tools, and development frameworks.

Ability to analyze data, perform technical computations, maintain records, and prepare clear and accurate reports.

Knowledge of effective administration, supervision, and performance management principles for technical staff.

Ability to develop strategic plans, organize and prioritize work, and evaluate operational and employee performance.

Ability to lead, coordinate, and implement process improvements and adapt to evolving organizational needs, technologies, and policies.

Strong interpersonal, negotiation, and communication skills, with the ability to build collaborative relationships across all organizational levels and with the public.

Ability to provide leadership, mentoring, coaching, training, and professional development opportunities to employees.

Ability to provide effective feedback, counseling, corrective action, and discipline, both orally and in writing, in accordance with organizational policies and objectives.

Certifications

Information Technology Infrastructure Library (ITIL) foundation certification is required within six months of start date.
