BJIA is recruiting for a Program and Policy Analyst position to serve as the Use-Of-Force Data Collection Coordinator. This position will be headquartered at the Risser Justice Center, located at 17 W. Main Street, in the award-winning city of Madison.
This position works under the general supervision of the Data Collection Program Supervisor of the Bureau of Justice Information and Analysis (BJIA), Division of Law Enforcement Services, and is the primary point of coordination for various aspects of the Use-of-Force and Arrest-Related Death (UFAD) program for the Department of Justice. This position handles overall UFAD coordination, with an emphasis on the continued rollout and implementation of the program. The position provides technical assistance, support, and training to UFAD contributors, including the monitoring of law enforcement agency compliance with federal reporting requirements., This position will work in-person at the headquartered location, with the possibility to work remotely up to 90% of the time following successful completion of required training. High speed internet access will be required to meet needs of remote work. Travel to the headquarters is not eligible for travel reimbursement.
The Department of Justice does not sponsor work visas at the time of hire or anytime during employment. All persons hired will be required to verify identity and eligibility to work in the United States and complete the required Employment Eligibility Form I-9.
A background check, including fingerprints, will be completed on applicants prior to selection.
Requirements

- Working with data systems, databases, and/or structured data (including tasks such as data entry, validation, auditing, or quality review).
- Interpreting or applying program rules, technical requirements, policies, or regulations.
- Providing training, technical assistance, or procedural guidance to external partners, stakeholders, or customers.
In addition to the minimum qualifications, a well-qualified applicant will also have professional experience in any of the following:
- Working in the criminal justice system or with law enforcement agencies.
- Supporting or participating in large-scale data reporting programs (e.g., UCR, federal grant reporting, or similar mandated reporting systems).
- Assisting with the development or testing of data collection tools or system enhancements in collaboration with IT/project teams.

- Paid holidays, The Program and Policy Analyst position is in pay schedule 07 and pay range 04. The starting salary for this position will be between $28.00/hour ($58,240/year) and $34.00/hour ($70,720/year) depending upon experience and qualifications, plus excellent benefits. Pay for current or former state employees will follow the provisions found in the State of Wisconsin Compensation Plan effective at the time of hire. A 12-month probationary period may be required.
