The Telecommunications Systems Analyst II assists in assuring effective administration of the California Highway Patrol Enhanced Radio System (CHPERS) Infrastructure Program by interacting with stakeholders and staff experts to discuss events, occurrences, trends, needs, issues, program data, and problems concerning new telecommunications facility construction and modification. Performs leasing functions relative to the Department’s statewide telecommunications network and infrastructure. Participates in complex radio site selection/development of vault and tower leases, works closely with the Information Technology Associates (ITA) on construction or repair projects to accommodate sensitive electronic communications equipment, i.e., radio equipment, AT&T Virtual Private Network (AVPN) and microwave circuits. Ensure the Department complies with laws and requirements pertaining to access, easements, and occupancy of facilities. Participate in negotiations for terms and conditions of the agreements to ensure the Department will have access and services necessary to operate communications systems. Ensure the fees associated with the agreements are commensurate with the significance of the site to the communications systems. Negotiate leasing requirements and terms, making sure all agreements are in accordance with the requirements of a specific radio site lease. Coordinate with the Department of General Services, Real Estate Services Division (RESD), to acquire space in radio vaults and on tower structures, and obtain approvals for site expansions from government and private landowners for enhanced radio coverage. Coordinate with other state, federal and local government entities, and private entities who wish to co-locate in vaults owned/managed by the Department at various sites to ensure their equipment does not cause interference with other tenant’s equipment.
Maintain all site-specific information in a centralized location to allow staff to obtain data, as needed. Serve as a consultant for site specific leasing analysis. Works closely with PSC Leasing on agreements permitting the Department to use communications facilities and serve as a point of contact for questions from PSC regarding Leasing agreements., The mission of the California Highway Patrol (CHP) is to provide the highest level of Safety, Service, and Security. Requirements
Do you have a valid Driver’s License license?, Do you have experience in Typing?, In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Team player possessing the ability to utilize a variety of analytical techniques to resolve complex problems, outstanding written and verbal communication skills, ability to prioritize workload and perform multiple tasks, excellent working knowledge of Microsoft and Excel programs, ability to work well and interact with all staff levels, a desire to work in a fast-paced environment requiring flexibility and initiative, and ability to maintain confidentiality of sensitive materials/information. Demonstrated ability to work independently, conduct research and make educated decisions and/or recommendations, ability to work within multiple projects involving multiple agencies efficiently and effectively, flexibility, and tact.
