Specifications Program Lead (Materials and Tests Divsion)

The Materials and Tests Division’s Quality Assurance Section is seeking a strategic and results-driven Specification Program Lead to oversee the administrative operations of TxDOT’s Specifications Program-an essential, high-visibility effort supporting the development, approval, and publication of construction and maintenance specifications for projects across Texas. This role focuses on leading the program’s day-to-day administrative functions, setting priorities, managing workflows, and ensuring accountability for timeliness, consistency, and quality of deliverables that directly impact billions in infrastructure funding.

As the lead for program operations, you will coordinate across diverse stakeholders, drive outreach and training efforts, and play a key role in system implementations and process improvements that enhance efficiency and transparency. You will independently manage complex processes, resolve issues, and guide the administrative direction of the program while ensuring alignment with established standards and expectations., * Compiles and distributes project information, status reports, and project budget expenditures.

• Coordinates project activities with other state agencies, governmental jurisdictions, or private sector partners and contractors and assures coordination and approvals through Federal Highway Administration or U.S. Department of Transportation.
• Identifies potential project impediments, risks, and issues; and designs strategies to mitigate or avoid them.
• Oversees project assignments, determines work requirements to complete project plans and coordinates scheduling to accommodate projects already underway.
• Works with Federal Highway Administration representatives to ensure compliance with regulations for assigned projects.
• Performs other job responsibilities as assigned.

Technical Project Manager II:

• Reviews and analyzes project performance and objectives to determine opportunities for improvement across personnel, processes, and technology.
• Evaluates project challenges and formulates solutions to achieve objectives related to productivity, quality, and client satisfaction.
• Serves as a a lead worker by advising, training, and coaching employees to increase job efficiency; acting as a resource for complex questions; presenting workflow and operational updates to the supervisor/manager; providing input on team members’ career conversations; and approving leave requests to ensure operations coverage., * Local, state, and federal laws and regulations relevant to the administration of the project undertaken
• Applicable plans, specifications and estimates preparation, review, processing and compliance requirements
• Applicable project development (planning, environmental, right of way, design, letting, construction, and project close out) documentation preparation, review, processing, and compliance requirements

Physical Requirements and Working Conditions:

• Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
• Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
• Standing-prolonged periods of time
• Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
• Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading

Experience: 5 years construction project management; project management, process engineering and/or business process improvement methodologies. (Experience can be satisfied by full time or prorated part time equivalent).

Licenses and Certifications:

• Valid driver’s license. This position requires driving a state vehicle.
• May require certification as a Project Management Professional (PMP), Six Sigma Black Belt or one or more change management disciplines., Education: Bachelor’s Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications

Experience: 6 years of experience in construction project management; project management, process engineering and/or business process improvement methodologies. (Experience can be satisfied by full time or prorated part time equivalent).

Licenses and Certifications:

• Valid driver’s license. This position requires driving a state vehicle.
