Job description

We are seeking an experienced Telecom Program Manager to lead large-scale voice infrastructure modernization initiatives focused on legacy telecom migration, vendor management, contract oversight, and telecom cost optimization. This role will support enterprise-wide telecommunications transformation projects involving migration from legacy copper-based services to modern VoIP and LTE solutions.

The ideal candidate will have deep expertise in telecommunications infrastructure, telecom vendor management, contract oversight, voice modernization, billing audits, and large-scale telecom transformation initiatives within state government environments., * Lead the full project lifecycle for large-scale telecom modernization initiatives

  • Manage legacy telecom migration projects involving copper-to-cloud transformation
  • Oversee migration of legacy copper wire services to VoIP and LTE solutions
  • Coordinate with telecom vendors on ordering, provisioning, escalations, and issue resolution
  • Manage and monitor network and voice contracts, including ITB, RFP, RFR, and RFI agreements
  • Ensure contract compliance with state government standards and operational requirements
  • Support telecom vendor performance management and service delivery oversight
  • Conduct telecom financial and billing audits to identify discrepancies and cost-saving opportunities
  • Review invoices, reconcile billing data, and identify billing errors
  • Provide recommendations for telecom cost optimization and operational efficiency
  • Support implementation of enterprise VoIP services and related infrastructure upgrades
  • Ensure successful coordination between business, technical, vendor, and operational teams
  • Track project progress, risks, dependencies, and deliverables
  • Provide executive-level reporting, project updates, and strategic recommendations

Requirements

  • 15+ years of experience in telecommunications technologies
  • Strong understanding of telecom vendors, services, and project delivery models
  • Advanced knowledge of telecommunications project management workflows
  • Deep expertise in telecom infrastructure and service delivery
  • Extensive experience with Centrex and AT&T telecom service offerings
  • Strong understanding of telecom infrastructure, features, and billing processes
  • Direct experience delivering telecommunications services to state government agencies
  • Strong understanding of state government telecom and network requirements
  • Experience leading financial and billing audits
  • Proven experience reconciling telecom invoices and identifying billing discrepancies
  • Strong experience quantifying cost savings and telecom optimization opportunities
  • Extensive experience implementing VoIP services
  • Strong understanding of network infrastructure requirements for VoIP deployments
  • Experience developing, structuring, and managing complex telecom contracts
  • Excellent stakeholder management, vendor management, and communication skills, * Experience leading large-scale telecom modernization initiatives
  • Experience with legacy telecom migration programs
  • Experience with telecom contract negotiations and governance
  • Experience with enterprise voice and network infrastructure modernization
  • Strong leadership and escalation management experience
