Job description
Under general supervision of the Subscriber Services Supervisor, the Subscriber System Specialist performs technical system administration for the subscriber side of the Utah Communications Authority’s (UCA) statewide P25 radio network and associated platforms, including BeOn broadband push-to-talk. The position is responsible for managing radio aliases, managing talkgroups across radio, console, and system levels, creating and decommissioning agency profiles and individual radio IDs, identifying and resolving duplicate IDs, and providing support and maintenance for the BeOn application. The Subscriber System Specialist serves as the backup code plug author and supports subscriber agency provisioning, configuration changes, and database integrity. The position works closely with Subscriber Services, Field Services, Programming staff, and equipment vendors to ensure accurate, timely, and consistent subscriber configuration.
EXAMPLES OF TASKS/DUTIES:

Update and maintain radio aliases in subscriber radios, dispatch consoles, and at the system level; ensure consistency across platforms.

Manage talkgroup configurations across radios, consoles, and the system; create, modify, and decommission talkgroups in coordination with subscriber agencies.

Create and decommission subscriber IDs and agency profiles; provision new agencies on UCA’s network in accordance with established procedures.

Identify and resolve duplicate radio IDs; coordinate with subscriber agencies and Programming staff to issue corrected configurations.

Provide support and maintenance for the BeOn broadband push-to-talk application; provision users, troubleshoot client issues, and coordinate with vendor support for system-level matters.

Serve as backup code plug author; perform programming and template authoring functions when the primary author is unavailable and as workload requires.

Process and resolve subscriber-related tickets escalated from Subscriber Services Tier 1; document resolutions in the ticketing system.

Maintain accurate documentation of subscriber configurations, agency provisioning records, ID assignments, and talkgroup matrices.

Coordinate with equipment vendors and service providers on subscriber platform issues, software updates, and configuration matters.

Coordinate with Field Services and Programming staff on configuration changes that require field action.

Test configuration changes prior to deployment; verify operation post-deployment.

Maintain confidentiality of subscriber agency information, configurations, and security-sensitive data.

Attend meetings as required.

Identify, investigate, and resolve duplicate ID conflicts and configuration inconsistencies across platforms.

Plan, organize, and prioritize work; manage concurrent configuration tasks and tickets under deadlines.

Make a decision or solve a problem by using logic to identify key facts, explore alternatives, and propose quality solutions.

Document configurations, changes, and procedures clearly and accurately; maintain version history of changes.

Use computer-based ticketing, configuration management, programming, and reporting software.

Use computer spreadsheet, word processing, and email software.

Communicate information and ideas clearly, and concisely, in writing; read and understand information presented in writing.

Speak clearly, concisely, and effectively; listen to, and understand, information and ideas as presented verbally.

Deal with subscribers, partner agencies, vendors, and staff in a manner which shows sensitivity, tact, and professionalism.

Maintain confidentiality of personnel, operational, and security-sensitive information.

Applicable laws, rules, regulations, and/or policies and procedures, including FCC rules and UCA operations policies.

Coordinate work across multiple internal teams and external agencies and vendors.

Other duties as assigned.
OTHER REQUIREMENTS:
-
Periodic on-call or after-hours work may be required to support subscriber configuration changes during system maintenance windows, urgent provisioning needs, or emergencies; may be required to respond outside of normal business hours, including evenings, weekends, and holidays.

Position is predominantly office-based; occasional travel to subscriber agency facilities, UCA tower sites, dispatch centers, and partner agency locations may be required; valid Utah driver’s license required.

Risks include those typical of an office environment, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, extended computer use, and occasional driving.

Typically, the employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, and driving an automobile. Special physical demands are not typically required to perform the work. Reasonable accommodations may be available consistent with applicable law.
Requirements
Do you have a valid Driver’s License license?, Do you have experience in Computer literacy?, * Knowledge of P25 land mobile radio (LMR) systems, including talkgroups, aliases, network access codes (NACs), control channels, radio IDs, and agency profiles.

Knowledge of L3Harris BeOn or comparable broadband push-to-talk over cellular (PoC) platforms.

Knowledge of radio programming concepts, codeplugs, and template-based programming approaches.

Knowledge of dispatch console configuration as it relates to talkgroup and alias management.
