Job description

The OSCE Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Department of Management and Finance (DMF) is responsible for managing the material and financial resources of the Organization. The objective of DMF is to provide efficient and effective management of non-staff resources in support of OSCE programmatic activities. It provides policy guidance on the management of OSCE financial and material resources and develops and maintains OSCE Financial Regulations and Rules and Financial Administrative Instructions. DMF consists of Budget and Finance Services, Mission Support Section, Information and Communication Technology Section and the Information Security and Co-ordination Unit.

Information and Communications Technology Services (ICTS) Section is responsible for the delivery of Information and Communications Technology (ICT) in support of the core business of the OSCE. This includes the management, operation, implementation, support, and maintenance of ICT projects, systems, and infrastructure and the delivery of ICTS support services to the Secretariat. ICTS provides corporate ICT services, ICT policy guidance, and support to all OSCE Institutions and Field Operations. The Section consists of four units: Infrastructure Operations Unit, Services and Support Unit, Functional Support Unit, and Software Development Unit.

Tasks and Responsibilities:

As Senior ERP Applications Assistant, you will be a member of the ICTS Functional Support Unit (FSU), which is responsible for delivering enterprise resource planning (ERP) applications and services to all OSCE personnel in all field missions and institutions.

You will report to the Chief ICT, Functional Support, with the Deputy Director, Head of ICTS, serving as the second-level supervisor.

More specifically, you will be tasked with the following:

  • Analyzing and documenting business requirements and translating them into ERP functional and technical specifications across the domains of HR, Finance (including Payables, Receivables, Cash Management, General Ledger and Projects/Grants Accounting), and Materials Management;
  • Documenting and optimizing end-to-end business processes within the ERP ecosystem, ensuring alignment with best practices and regulatory frameworks;
  • Leading the configuration, testing, and deployment of ERP enhancements and new modules, ensuring quality and alignment with stakeholder expectations;
  • Co-ordinating patch management, upgrades, and data migrations with technical teams, minimizing system disruption;
  • Delivering second- and third-level functional support, troubleshooting complex ERP issues, and acting as liaison with vendor support teams;
  • Designing and conducting targeted training sessions and user enablement initiatives to improve ERP adoption and self-sufficiency;
  • Recommending emerging ERP features, automation tools (e.g., RPA), and analytics enhancements to improve operational efficiency;
  • Ensuring ERP practices align with organizational policies, data governance standards, and audit requirements;

Please note that for this position the OSCE does not reimburse expenses such as travel in connection with interviews, tests, visas and relocation.

Please be aware that OSCE appointments are subject to medical clearance.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.

Requirements

Do you have a High school diploma or GED?, * Completed secondary education, supplemented by specialized training or formal studies in computer science;

  • A first-level university degree in the area of Finance, Materials Management/Supply Chain, HR or Computer Science is desirable;
  • Relevant certifications (e.g., PRINCE2, Oracle Certified Professional, Oracle Cloud HCM, Agile/Scrum, ITIL) are desirable;
  • A minimum of seven (7) years of progressive experience in ERP functional analysis, configuration, and implementation, using Oracle E-Business Suite (R12) and/or Oracle Fusion Cloud Applications; a university degree in a relevant field may be considered as a substitute for up to two years of working experience only to determine eligibility;
  • Experience in business process integration and optimization across core ERP Oracle E-Business Suite (R12) and/or Oracle Fusion Cloud Applications modules such as Finance (e.g., Payables, Receivables, Cash Management, General Ledger, Subledger Accounting, Projects/Grants Accounting), HR, Payroll, Procurement, or Budgeting;
  • Hands-on experience in developing ERP functional specifications, conducting user acceptance testing (UAT), and leading solution rollout activities;
  • Strong analytical and problem-solving skills with proven ability to assess complex ERP issues and coordinate resolutions involving vendors and cross-functional teams;
  • Experience in second/third-level ERP user support, documentation of knowledge base/FAQs, and training delivery to end-users at various proficiency levels;
  • Proficiency in developing reports using Oracle BI Publisher or equivalent reporting tools, and familiarity with SQL/PLSQL for data validation and analysis;
  • Working knowledge of change management, patch testing, and production deployment processes in ERP environments;
  • Experience with cloud-based ERP solutions, Robotic Process Automation (RPA) tools, and low-code/no-code platforms (e.g., Oracle APEX, Oracle HCM Cloud) is highly desirable;
  • Familiarity with project management methodologies (e.g., PRINCE2, Agile), and tools such as JIRA, Confluence, or ServiceNow;
  • Familiarity with International Public Sector Accounting Standards (IPSAS) and configuration of IPSAS-compliant ledgers in Oracle EBS, including Subledger Accounting (SLA) integration with the General Ledger;
  • Excellent oral and written communication skills in English;
  • Strong interpersonal and communication skills; ability to explain technical concepts to non-technical stakeholders and influence process owners;
  • Ability to work independently in a fast-paced, multicultural environment;
  • Experience in international or public sector settings is desirable.

Remuneration Package:

Monthly remuneration, subject to social security deduction, is around EUR 6,260 (12 times a year) depending on family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment.
