Job description
A Local Authority are looking to appoint a Finance Management Systems Accountant on an interim basis. Spencer Clarke Group are working with the client to identify a strong systems-focused finance professional with Oracle Fusion experience., This interim role offers the opportunity to support a large Local Authority in maintaining, developing and enhancing their Oracle Cloud (ERP & EPM) financial systems. Working within the Strategic Finance team, you will ensure system accuracy, user access governance, correct financial structures, and smooth month-end and year-end processes.
You'll work closely with the Team Leader - Oracle Cloud Support to provide expert system guidance, respond to technical queries, and ensure the financial system remains aligned to council structures, reporting requirements and statutory obligations.
- Support the Team Leader in maintaining and developing the Council's Oracle Cloud ERP & EPM systems.
- Ensure the financial system reflects the correct organisational and budget structures to support accountability across the authority.
- Manage and update system master data, including setting up and ending financial codes in line with SERCOP and internal approval processes.
- Support the setup, review and disabling of system users, ensuring correct permissions, segregation of duties and delegated authority.
- Assist with system reconciliation tasks, including staffing establishment reconciliation and alignment with budget holders.
- Monitor system interfaces and ensure income and expenditure processes remain accurate and fully functional.
- Produce system data and reports as requested to support financial reporting, audit, and statutory processes.
- Maintain up-to-date working knowledge of the Council's general ledger and related financial modules (AP, AR, P2P, Payroll, Income).
- Respond to internal and external audit queries, supporting investigations and providing required system information.
- (For POA grade) Take responsibility for specific financial models, support month-end roll-forwards, and assist in system upgrades/enhancement testing.
Requirements
- Experience working within local government finance or a similarly complex organisation.
- Strong understanding of accounting principles and financial controls.
- Experience supporting or maintaining financial systems, ideally Oracle Cloud ERP/EPM.
- Strong Excel and IT skills, with the ability to interpret data and resolve system-based issues.
- Ability to manage deadlines, work independently, and support colleagues across Finance.
- Positive, proactive and solution-focused attitude.
- AAT qualification or part-CCAB (desirable but not essential depending on grade).
- Willingness to work flexibly.
