We are looking for a Lead IT Asset Manager to manage the HCS Transformation and Governance FinOps team, who are responsible for delivering high-quality analysis of departmental Digital Cloud Services to increase the organisation's ability to understand cloud costs and provide accountability to variable cloud spending.
As a Lead IT Asset Manager, you will play a pivotal role in shaping how we manage and optimise our cloud infrastructure costs, ensuring investment in technology delivers real value. Your leadership will support DWP's mission to deliver secure, efficient and user-centred digital services to millions of people.

As Lead IT Asset Manager, you will have overall responsibility for the FinOps IT Asset Management Capability.
The Capability incorporates all legal, regulatory and contractual management of DWP's use of IT software and hardware assets across the DWP Estate; provide expert advice and support strategic decisions to optimise DWP's Technology; supporting technology projects.
You'll define the strategy, set standards, and establish tooling and reporting mechanisms that allow DWP to continuously improve how it manages multi-million pound Cloud spend.
Your remit spans AWS, Azure, and OCI environments, and includes ensuring compliance with departmental financial controls, driving cost transparency and empowering teams to make cost-aware architectural and operational decisions.
You will influence senior stakeholders and mentor engineers across delivery portfolios to improve financial capability, decision-making and outcomes.
The roles are responsibilities include:
- The planning, design, implementation, management, and ownership of DWP Asset Management policies, standards and processes.
- Communicating IT Asset Management policy and process objectives and supporting stakeholders to define the IT software and hardware assets to be controlled and the mechanisms to control them.
- Creation and maintenance of the overarching DWP Asset Management Plan, as well as supporting documentation such as standards, processes and procedures.
- Maintain renewals across Software and Hardware agreements and related contracts for governance and financial purpose.
- Auditing and verification of hardware and software assets, and IT Asset Management data.
- Management Reporting of areas of non-compliance affecting licence agreements or breaches to DWP policy.
- Ensuring consistent execution of the DWP IT Asset Management Process by addressing process and compliance issues.
- Providing meaningful and timely management information on IT Asset Management's performance.
- Supporting reporting of IT Asset Management information to meet stakeholder needs.
- Driving Continuous Service Improvements relating to IT Asset Management Systems to optimise performance and ensure effective alignment with other process areas.
- Defining and own the cloud FinOps engineering strategy across multiple platforms, ensuring alignment with DWP's digital infrastructure and financial goals.
- Establishing cost management standards, policies and reporting tools to support engineering teams in delivering cost-efficient, scalable services.
- Partnering with Commercial, Finance and Delivery leaders to support cloud contract decisions, supplier performance management and spend forecasting.
- Designing and lead the implementation of real-time dashboards and tooling that monitor cloud usage, unit economics, and budget adherence.
- Analysing financial and usage data to identify optimisation opportunities and provide actionable insights to engineering teams and senior leadership.
- Providing subject matter expertise and assurance for cloud cost modelling during business case development and service design.
- Leading or matrix-managing a team of analysts delivering FinOps services, ensuring they have the skills, direction and support to succeed.
- Ensuring risk management and financial compliance processes are integrated into technical operations and infrastructure changes.
