Programme Director / Finance Transformation Lead

ZR Consultants seeks a Programme Director / Finance Transformation Lead to spearhead the end-to-end delivery of a Finance Transformation Programme. This role leads the implementation of a standardised Finance Target Operating Model (TOM), driving structural and behavioural change from fragmented operations to a unified finance function.

In this role you will manage senior stakeholders, oversee PMO functions including RAID logs, milestones, reporting, dependencies, and stage gates, while supporting evidence packs for KPI compliance and performance reporting aligned to programme success measures.

Technical & Delivery Requirements:

· Lead end-to-end TOM design, implementation, and benefits realisation across multiple entities, eliminating duplication and embedding shared services models.

· Manage senior stakeholders across multiple entities, ensuring alignment with strategic objectives like Oracle Fusion optimisation and audit readiness.

· Oversee PMO operations: RAID management, milestone tracking, dependency resolution, stage gate governance, and executive reporting.

· Drive evidence packs demonstrating KPI compliance (e.g. training adoption, quarterly assurance cycles, dashboard rollout) and performance against baselines.

Coordinate cross-functional teams through Discovery, Analysis, Design, Implementation, and Optimisation phases per programme timetable.

Do you have experience in Oracle?, Do you have a Bachelor's degree?, · 10+ years in public or private sector finance transformation, with deep expertise in TOM design and shared services models across multi-site organisations.

· Proven track record leading large-scale programmes (e.g., ERP/Oracle Fusion implementations) in regulated environments.

· Strong PMO leadership, including RAID, stage gates, and KPI evidence packs; experience with large scale private and/or public sector programmes required.

· Excellent senior stakeholder management across federated structures, with ability to influence C-suite.

· Knowledge of finance governance frameworks (e.g., public sector benchmarks, assurance cycles) and Oracle Fusion/EPM enablement.

· Strong analytical and reporting skills for benefits tracking and audit-ready documentation., * Do you have a valid technical qualification (CISA etc)?

This role is advertised on a daily rate basis; however, we also offer a salaried option ranging from £90,000 to £110,000, depending on experience and qualifications.
