Our work depends on an on-site Program Manager joining our team to help support the United States Postal Service modernize a key legacy system, migrating from a mainframe environment to a web and mobile based application.
As the Technical Program Manager, you are supporting one of the Postal Service's premier technology services responsible for supporting 15,000 users across the country. Key aspects of performance are data security, innovation solution, and provide best-in-class customer service to USPS stakeholders.
HOW a Technical Program Manager WILL MAKE AN IMPACT:
Lead and manage the development team to Modernize and Migrate legacy mainframe-based systems to the cloud; modernize by following cloud best practices; and introduce AI/ML capabilities to the product.
Key activities include Requirements Definition and Management, Service Level Management, Risk Management, Process Design and Management, Business Management, Application Design and Modernization, Cyber-Security, Disaster Recovery/Business Continuity Operations, and End User and Service Desk Training.
A key attribute is the ability to collaborate with the USPS Government representatives to enable mission readiness and success for the critical applications at the point of need.
Ensuring business processes that exist in the legacy system are successfully migrated.
Collaborate with stakeholders and product architects to introduce AI/ML capabilities throughout development process.

As the Technical Program Manager, you will play a critical role in modernizing applications to optimize operations and sustainment in the cloud.
Requirements
- Experience managing FFP Software Development Cloud Application migrations and modernization.
- Experience building applications using AI assisted development
- Experience building AI powered applications to include model selection, model training, and application integration using AWS.
- Excellent written and oral communication skills to meet the requirement of developing and presenting complex information to senior Government officials using Microsoft Office Suite applications
- Be able to manage large-scale Information Technology contracts of similar size (over 25 FTEs) and scope (key activities).
Preferred Skills:
- Bachelor's degree in computer science, Information Systems, Engineering, or Business, or related scientific or technical discipline
- Experience deploying large scale hardware and software systems enhancements and/or upgrades for an organization with widely distributed geographic sites
- Experience with current and emerging cloud and infrastructure management technologies and business practices
- Experience with mainframe to cloud application modernization introducing AI to legacy applications.
Education:
- Bachelor's Degree or additional years of relevant work experience may be considered in lieu of degree.
Required Experience:
- Project/Program Management with a minimum of 10 years of experience. Candidates without a degree may qualify by demonstrating 4 additional years of directly related professional experience.
Preferred Technical Skills/certifications:
- Program Management Professional (PMP) Certification or DAWIA Level III

Benefits & conditions
The likely salary range for this position is $164,382 - $218,500. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
