Job description

THE OPPORTUNITY A profitable regional internet service provider in the Netherlands is ready to evolve into a scalable connectivity platform. The ambition: expand into new service areas, acquire smaller ISPs and fiber networks (€500K-€5M per asset), and build a vertically integrated broadband operation over the next five years. What is missing is not infrastructure or customer base. It is a professional, repeatable growth and network expansion model. This is not IT management. This is not helpdesk escalation. This is building a scalable connectivity acquisition machine.

YOUR MISSION Design and execute a repeatable network expansion and acquisition framework that enables structured growth.

You will:

  • Develop a scalable acquisition model for regional ISPs and fiber assets (€500K-€5M ticket size)
  • Build a bank-ready and investor-ready business case per expansion zone
  • Design a standardized capital and rollout playbook (CAPEX financing + subsidy capture + equity where relevant)
  • Structure holding vs OpCo models per network region
  • Define infrastructure ownership structures and regulatory frameworks
  • Lead financing negotiations with banks, infrastructure funds, and municipal partners
  • Create a clear risk allocation model across build-out phases
  • Develop sensitivity analysis models (subscriber uptake, ARPU, churn, CAPEX per-home-passed)
  • Define a standard IRR / payback framework per network cluster
  • Create an expansion playbook (market selection criteria, competitive density analysis, rollout decision matrix, financing trigger points)
  • Build the funding narrative (predictable recurring revenue, low churn, infrastructure-backed collateral, return profile)

The objective is to transform a profitable ISP into a finance-ready platform with repeatable deal and rollout mechanics.

Requirements

Do you have experience in Banking?, You bring deep experience in: * Telecom or fiber infrastructure investment * Network rollout economics * CAPEX-heavy business model financing * Subsidy and grant navigation (EU, national, municipal) * SPV or OpCo structuring for infrastructure assets * Institutional-grade financial modelling * Regulatory and spectrum/licensing frameworks, Senior-level exposure to telecom infrastructure growth or acquisitions (10+ years) * Hands-on execution mindset (no advisory-only profile) * Ability to translate network strategy into bankable expansion documentation

Languages: Dutch and English required

BONUS

Experience scaling ISP, fiber, or fixed-wireless platforms in the Dutch or European market * Established relationships within Dutch infrastructure banking and subsidy ecosystems * Experience with ACM regulatory processes and dig-once agreements * Understanding of wholesale access models (open-access fiber) * Investor relations experience (later phase optional expansion)
