Job description

  • Build strong, trusted partnerships with senior leaders to support successful delivery of change initiatives.
  • Ensure all change activity aligns with strategic organisational priorities and goals.
  • Promote transparent, evidence based decision making and prioritisation.
  • Lead the organisation's value management, business change, delivery, and business architecture functions.
  • Drive best practice in benefits realisation, performance measurement, and strategic planning.
  • Ensure major initiatives have clear objectives, measurable benefits, and robust delivery plans.
  • Oversee prioritisation of initiatives based on strategic value, organisational capacity, and urgency.
  • Develop capability across change related functions by ensuring the right skills are available at the right time.
  • Build talent pipelines and address capability gaps through targeted development.
  • Embed change expertise across the organisation to increase consistency and resilience.
  • Provide assurance to senior leaders and committees on delivery progress, risks, and value realisation.
  • Support the development of frameworks for performance tracking, resource allocation, and decision-making.
  • Facilitate planning across directorates to ensure alignment, identify dependencies, and address delivery challenges.
  • Manage, coach, and develop a high-performing team that evolves with organisational needs.
  • Oversee career development and performance across delivery, design, architecture, and analysis teams.

Requirements

  • Deep understanding of how people, culture, and behaviour influence change.
  • Strong knowledge of value management, benefits realisation, and performance measurement.
  • Ability to link financial planning and investment decisions to outcomes and impact.
  • Awareness of regulatory or government environments
  • Knowledge of established change management methods such as MSP, PRINCE2, and Agile.
  • Extensive experience leading complex, organisation wide change.
  • Strong analytical ability to interpret and simplify complex information.
  • Experience setting up enterprise level change or value management functions.
  • Skilled at building credibility, influencing senior leaders, and working with external partners.
  • Strong portfolio and programme management capability.
  • Excellent communication and negotiation skills.
  • Proven ability to shape organisational culture, build capability, and lead professional communities.
