Job description
The Skills Institute is seeking an Assessment & Credentialing Strategy Lead (Manager) to design, govern, and continuously enhance our assessment, certification, and credentialing ecosystem. You will ensure that all credentials and assessments are valid, reliable, scalable, and aligned with European and international standards (e.g., EQF, industry frameworks), while being recognised and valued by employers.
In this role, you will bring deep expertise in assessment design, certification, accreditation, and professional learning. You will shape our long-term credentialing strategy for the European renewable energy workforce, guide high-quality delivery operations, and represent the Skills Institute as a subject-matter expert in external forums., Assessment Design, Standards Alignment & Quality Assurance
- Design high-quality assessments (knowledge, skills, practical, readiness, summative, micro-credentials).
- Align assessments to EQF and other relevant qualification frameworks.
- Ensure validity, reliability, fairness, and psychometric soundness.
- Develop question banks, blueprints, rubrics, and scoring methodologies aligned with learning outcomes.
- Apply modern assessment methodologies (Bloom's Taxonomy, competency-based assessment, job-task alignment).
- Define learning outcomes, evidence requirements, and assessment criteria for each certification pathway.
- Review and improve assessments produced by internal teams or external vendors.
- Support conversion of assessments into SCORM or platform-native formats for scalable delivery.
- Collaborate with SMEs to ensure technical accuracy and industry relevance.
Credentialing & Certification Systems Ownership
- Lead the creation, governance, and lifecycle management of digital credentials (e.g., Europass EDCs, Accredible).
- Maintain credential metadata, templates, policies, and version control.
- Oversee operational handover processes for certificate creation, issuing, and ongoing maintenance.
- Identify risks (technical, vendor, operational) and design mitigation strategies.
Strategic Leadership & Standards Integration
- Define and maintain a forward-looking credentialing strategy aligned with EU standards, labour-market needs, and Skills Institute goals.
- Act as the internal authority on standards such as EQF, ESCO, EU micro-credentials frameworks, and EU transparency instruments.
- Contribute expertise to EU-funded and strategic projects requiring credentialing or assessment design.
- Provide technical input for RFPs related to assessment systems, credentialing platforms, and skills intelligence.
- Monitor trends in professional certification and ensure our approach remains leading-edge.
Cross-Functional Collaboration
- Work with Learning Designers to ensure assessments are robust, scalable, and pedagogically sound.
- Collaborate with Delivery teams on credential issuing, workflows, and readiness.
- Partner with Learning Experience Design, Skills Intelligence, and Delivery to ensure credentialing supports learner pathways and program structure.
- Provide evaluation criteria, requirements, and scoring support for vendor assessments related to credentialing and data infrastructure.
- Work collaboratively across all Skills Institute and InnoEnergy functions.
External Representation & Thought Leadership
- Represent the Skills Institute at conferences, industry events, EU forums, and partner workshops.
- Act as a public-facing subject-matter expert on assessment, certification, micro-credentials, and quality standards.
- Support employer engagement by communicating the value and rigor of our credentials.
- Contribute to white papers, briefs, and public documentation on skills and credentialing.
Requirements
Do you have experience in Quality assurance?, Do you have a Master's degree?, Required
- 7+ years in assessment design, credentialing, instructional design, or VET sector roles.
- Proven experience aligning assessments with competency frameworks (VET, reskilling, or similar).
- Experience designing, developing, or managing digital credentials.
- Experience maintaining and improving micro-credentials, stackable certificates, or professional learning programs.
- Strong understanding of adult learning principles across online, hybrid, and face-to-face delivery.
- Excellent written, verbal, and presentation skills.
- Experience working within cross-functional or matrixed organisations.
- Knowledge of quality assurance frameworks in learning product development.
Nice to Have
- Experience with EU-funded project reporting (Horizon, Erasmus+, etc.).
- Background in psychometrics, test development, or educational measurement.
- Familiarity with skills intelligence platforms (e.g., Lightcast, Helix) or credentialing systems (e.g., Accredible, Credly).
- Experience using Storyline, Rise, or similar tools for building assessments.
- Experience managing assessment or certification systems in a European university, industry association, or VET training organisation.

- Technical Capability: Comfortable with LMS environments, SCORM workflows, and digital credentialing tools; able to work effectively with platform and engineering teams.
