Job ID: 2023_0567_02 The "European Market Infrastructure Platform" (EMIP) comprises a highly complex heterogeneous IT infrastructure consisting of IBM mainframe, IBM hypervisor, numerous virtualized standard industrial servers, SAN-attached disk and tape storage systems distributed in a network (LAN, WAN) across several European locations. It forms the IT basis for the Eurosystem's TARGET services T2 (payment transactions), T2S (securities settlement) and TIPS (instant payments). The EMIP IT Service Design ensures that service and quality objectives of the above services are met vis-à-vis the European Central Bank and its customers in cooperation with the 4CB. The IT Service Design and Improvement role has the central responsibility for the future-oriented, strategic development and improvement of the IT services for the TARGET Services, taking into account all relevant procedural, organizational, technological and economic aspects. areas for improvement; also design, plan and monitor the resulting implementations to increase the effectiveness and efficiency of IT operations. Training and education programs will be initiated, designed and led by you as appropriate. As a technical IT operations manager, you are confronted with a wide range of operational problems, implement strategic requirements and establish improvements across all service processes as part of the CSI. Special Values: Your qualifications Accredited Master's degree or equivalent in (business) computer science or a degree program ideally with an IT focus. Experience in IT infra and application structures as well as in building complex IT Ops organizations, in the banking environment/payments. Good knowledge of the latest IT technical developments and standards and the ability to communicate these in a targeted manner (e.g. in internal training courses) Ideally, knowledge of the functionality, technical design, interrelationships and possibilities of the Eurosystem Market Infrastructure Platform (EMIP), or a highly complex and heterogeneous server landscape and the interrelationships of such a system environment Experience in IT- Service Design, the "Continual Service Improvement", or in the collaboration in a complex IT operations organization across multiple international locations. High social and intercultural competence, ability to work in a team as well as good communication skills and negotiation skills Very good knowledge of German and English, both written and spoken We expect the willingness to undergo a security clearance in accordance with the Federal Security Clearance Act (SÜG).
