Job description

Recruit Assist are in partnership with a drainage engineering company in Kent for a Group Learning and Development Manager. The Learning and Development Manager will lead the design, delivery, and evaluation of learning initiatives that build capability across the organisation, from office to engineering L&D support. JOB TITLE: Group Learning and Development Manager, Learning Strategy & Planning

  • Develop and implement an organisation-wide L&D strategy aligned with business goals.

  • Conduct with senior leaders and subject matter experts skills gap analyses and workforce capability assessments.

  • Partner with senior leaders to identify future talent and capability needs.

  • Create annual learning plans and manage the L&D budget. Internal Training Academy Development

  • Design and launch an internal training academy that provides structured learning pathways for core roles, leadership levels, and specialist functions.

  • Build a curriculum framework that includes on boarding, technical skills, soft skills, compliance, and leadership development.

  • Establish quality standards, governance, and evaluation processes for all academy programmes.

  • Develop branding, communication, and engagement strategies to promote the academy across the organisation.

  • Identify and train internal subject-matter experts to act as facilitators, mentors, or content contributors.

  • Develop external accreditation recognition for the Academy Programme Design & Delivery

  • Create blended learning solutions (e-learning, workshops, coaching, on-the-job learning).

  • Oversee the creation of digital learning content and manage LMS platforms.

  • Facilitate training sessions and leadership development programmes.

  • Source and manage external training providers when needed. Performance & Capability Development

  • Support managers in developing team capability and performance.

  • Implement frameworks such as competency models, career pathways, and development plans.

  • Lead initiatives around leadership development, soft skills, and technical training. Measurement & Evaluation

  • Use data and feedback to evaluate learning effectiveness and ROI, including academy programmes.

  • Track participation, engagement, and impact on performance.

  • Report insights and recommendations to senior stakeholders. Culture & Engagement

  • Champion a culture of continuous learning and knowledge sharing.

  • Promote learning technologies, self-directed learning, and internal communities of practice.

Requirements

  • Experience in L&D, organisational development, HR, or related fields.
  • Proven experience designing and delivering learning programmes.
  • Experience building structured learning pathways or internal academies is highly desirable.
  • Familiarity with adult learning principles and modern learning technologies.
  • Professional certifications (e.g., CIPD, ATD) are beneficial.
