We are HMRC Chief Digital and Information Offices (CDIO) Tax, Benefits and Enterprise Operations (TB & EOps) team. We oversee the Enterprise Tax Management Platform (ETMP), a core component of HMRCs tax accounting and payment infrastructure that supports millions of customer transactions annually and is defined as critical national infrastructure.
The team also currently supports SAP systems for internal HR (EOps), Procurement and Finance operations.
We oversee and manage our IT supplier, who undertakes operational running and IT change delivery onto the platform, this includes live service operations and complex batch processing across more than 60 tax and benefit schemes. Approximately £800bn of taxes and benefits flows through the Platform every year., This is an exciting opportunity to join HMRCs CDIO Tax, Benefits & Enterprise Operations (TB & EOps), working in the Change and Assurance team.
The team assures change and maintenance deliveries across the Platform IT contract ensuring live service integrity is maintained during any IT change. You will be involved in identifying, defining, and agreeing the assurance approach, including depth and breadth of your teams involvement to undertake platform-based, delivery focused assurance across a portfolio of the high risk/impact ETMP deliveries.
The team also undertake delivery management of projects up to a value of around £500,000 whole life cost. This is defined as a small change. As an Associate Delivery Manager you will be leading the end-to-end delivery of multiple small to medium scale IT deliveries.
These are the two strands of work across the team, and you will be placed into one of these areas. While the roles of each area are broadly similar there will be nuances in the duties for each role and operational flexibility across the team is expected.
It is envisaged that over time as we transition from ECC6.0 to new replacement software the scope of the end-to-end delivery management role will evolve in line with new contractual arrangements., * Supporting a Delivery Manager(s) with the delivery assurance of multiple large scale / complex IT projects, refining assurance criteria, principles, priorities, and practices and/or
- Leading the end-to-end delivery of multiple small to medium scale IT projects / sub-projects.
- Managing the production and maintenance of delivery/assurance plans, status reports and reviewing documentation such as Solution Design Documents, Functional Specifications etc.
- Reviewing and assuring supplier and project compliance with all expected standards and approaches, as well as assessing performance and outcome.
- Identifying, managing, and escalating risks, issues, and dependencies.
- Building collaborative relationships with stakeholders across CDIO and HMRC and supplier partners.
- Working collaboratively with HMRC Project stakeholders, Delivery Managers and supplier partners to ensure delivery is aligned with the project scope, requirements, and timeline constraints.
- Actively contributing to the Delivery Manager community.
This role offers the chance to work with modern technologies, influence strategic outcomes, and make a lasting difference to public services., The role requires collaborative working and attendance in both HMRC and Supplier offices. Supplier office working will be required at least 1 day per month (supplier office currently based in Worthing). Quarterly there will be an attendance requirement in the Supplier office of at least 2 days to attend innovation days/workshops.
Attendance at supplier site will count towards your office attendance requirement.
There will also be a need to support Supplier led Drop-In forums with HMRC customers which is likely to involve travel and attendance at other HMRC Offices.

Reserve List
A reserve list may be held for up to 12 months from which further appointments may be made for the same or similar roles if this applies to you, well let you know via your Civil Service Jobs account.
Merit List
After interview, a single merit list will be created, and you will only be considered for posts in locations you have expressed a preference for. Appointments will be made in strict merit order in line with the set number of roles in each location.

Requirements
Were looking for experienced delivery professionals who thrive in dynamic environments and bring a collaborative, problem-solving mindset.
You will have experience of delivering IT or small business change projects., * Project/IT Delivery Management Experience - Proven experience delivering IT enabled change, balancing multiple priorities within a project setting.
- Assurance & Risk Management - Experience of managing a portfolio of assurance/project delivery plans, risks, issues, and dependencies effectively in the face of shifting priorities.
- Stakeholder Engagement - Proven experience of building strong relationships with stakeholders and supplier partners to facilitate collaboration and successful outcomes.
- Commercial Awareness - Experience of working closely with supplier partners, challenging where appropriate to ensure value for money.
- A sound understanding of the ITIL Lifecycle and familiarity with recognised project management frameworks (e.g. Prince2, Agile Practitioner, MSP).
- Communication Skills - Ability to communicate clearly across technical and non-technical audiences.
