Join Keystone Solutions as a consultant for a strategic mission with our client, a public university hospital of reference in Brussels, undergoing a major transformation of its information system to better support medical, operational, and administrative activities. As a Keystone Solutions consultant, you will serve as Deputy CIO / IT Transformation Lead, working in direct support of the client's CIO to structure IT demand management, improve project delivery, and strengthen the overall performance of the IT department across Build, Run, and Enable activities.

Consultancy Nature of Work with Keystone Solutions:

In this consultancy role, you will operate on-site at the client's location as a Keystone Solutions consultant, collaborating closely with client stakeholders while benefiting from Keystone's proven consulting methodology, peer community, and leadership support. You will deliver the full scope of responsibilities below within Keystone's consultancy framework, ensuring transparency, accountability, and measurable outcomes for the client.

Mission Objectives:

  • Structure the flow of IT requests, improve portfolio steering, and evolve the delivery model of the client's IT department to strengthen its ability to select, prioritize, and deliver IT initiatives effectively.
  • Beyond project management, improve the organization and the overall performance of IT activities by reinforcing coherence and coordination across Build, Run, and Enable dimensions.
  • Enable the IT department to gain visibility, enhance delivery effectiveness, and improve control of the hospital information system in a complex and demanding operational environment.

Key Responsibilities (to be performed as a Keystone Solutions consultant):

  • Structuring the IT Request Flow (Demand Management)
  • Implement a structured process for managing IT requests, from need expression to launch decision.
  • Clarify the modalities for submission, analysis, and qualification of requests.
  • Structure the scoping phases of IT initiatives (objectives, business value, effort estimation).
  • Establish transparent prioritization mechanisms aligned with business stakes and IT capacity.
  • IT Project Portfolio Management and Steering
  • Structure and steer a coherent and prioritized IT project portfolio.
  • Establish or optimize governance bodies and portfolio monitoring mechanisms.
  • Improve visibility of project progress for business leadership.
  • Ensure coherent allocation of resources according to priorities.
  • Transformation of the IT Delivery Model
  • Evolve IT delivery methods and project management approaches.
  • Clarify roles and responsibilities within projects (IT, business, suppliers).
  • Implement structured practices for steering, reporting, and risk management.
  • Improve coordination between Build, Run, and Enable activities.
  • Structuring the Relationship with Business Functions
  • Structure interactions between IT and business departments.
  • Establish regular dialogue mechanisms on priorities and projects.
  • Improve transparency on projects, priorities, and delivery capacity.
  • Facilitate arbitration between business needs and operational constraints.
  • Steering the Delivery of External Partners
  • Strengthen control over delivery from IT partners and suppliers.
  • Structure monitoring of supplier commitments and performance.
  • Clarify responsibilities between internal teams and external providers.
  • Reduce external dependency in project structuring and steering.
  • Development of the IT Department's Operational Maturity
  • Support project managers and application managers in evolving their practices.
  • Implement common methods and tools for steering.
  • Reinforce a culture of delivery, accountability, and service.
  • Contribute to the evolution of the IT operating model to improve overall IT performance.

Engagement Duration and On-Site Expectations:

  • This is a long-term transformation engagement.
  • Initial contract of 6 months, renewable in successive 6-month periods.
  • Medium-term outlook of approximately one year, potentially extendable to two or three years depending on client strategy.
  • Approach designed to ensure continuity of transformation and durable anchoring of new practices within the IT department.
  • The mission may be renewed for a maximum total duration (including initial term) of 880 working days.
  • On-site presence up to 4 days per week (potentially non-consecutive) is required. If not confirmed, the application will be automatically rejected (exclusion criterion)., * Do you have a track record in structuring or transforming the IT delivery of an organization?

  • 2A. How would you structure the management of the IT request flow in an organization where requests exceed delivery capacity?
  • Have you already led a multi-domain IT project portfolio?
  • 3A. Can you describe the size of the project portfolio you have led (budget, number of projects, teams)?
  • 3B. How do you implement an effective prioritization mechanism for IT projects?
  • Have you already transformed or structured an IT department's delivery model?
  • 4A. Can you explain the concrete actions you implement to improve the speed and reliability of IT project delivery?
  • Have you already managed IT suppliers involved in delivering strategic projects?
  • 5A. How do you avoid dependency on suppliers in the structuring and steering of IT projects?
  • Do you confirm you can be on-site up to 4 days per week (potentially non-consecutive)? If the answer is negative, the application will be automatically rejected (exclusion criterion).
