Job description

The Evaluation Analyst consultant will support the conduct of centralized evaluations, including their dissemination.

The consultant will report to the evaluation advisors at the UNFPA Evaluation Office.

Evaluation at UNFPA serves three main purposes that support the organization's drive to achieve results.

  • First, evaluation is a means to demonstrate accountability to stakeholders on performance in achieving development results, and on invested resources.
  • Second, evaluation supports evidence-based decision-making. Utilization-focused evaluations provide credible information to support decision-making by management, where such information guides planning, budgeting, implementation and reporting, as well as improvements in policies and programmes.
  • Third, evaluation contributes important lessons learned to the existing knowledge base on how to accelerate implementation of the Programme of Action of the International Conference on Population and Development, in particular, on how best to advance sexual and reproductive health and reproductive rights, and on how UNFPA can best support the achievement of the Sustainable Development Goals.

Description of Tasks:

Support to the conduct of central evaluations

  • Research support within the framework of thematic and programme evaluations: gathering relevant documentation; assist in keeping, updating and maintaining document repositories; preliminary document and data analysis; drafting of concept notes;

  • Administrative support within the framework of thematic and programme evaluations;

  • Support engagement and liaise with evaluation stakeholders (UNFPA staff at HQ and decentralized levels; other UN organizations; national partners; etc.);

  • Assist in communication/dialogue/sharing of information with other HQ departments and units, regional and country offices as well as with external organisations and experts, including organizing and participating in meetings and taking minutes;

  • Preparations of PowerPoint presentations, graphs, tables and diagrams as required;

  • Prepare inputs for reports and communication and dissemination events

Support to the preparatory phase of country programme evaluations (Africa, Arab states)

  • Liaise with monitoring and evaluation officers in UNFPA country offices

  • Support the review of country programme evaluation terms of reference

  • Support the pre-qualification process of evaluation consultants

  • Assist in the review, update and dissemination of methodological guidance (evaluation management kit, methodological handbook, e-learning course)

Partnership with EvalYouth

  • Contribute to strengthening partnership with EvalYouth in areas such as capacity building

Communication and Knowledge management

  • Support dissemination and facilitation of use of centralized evaluations, and communication initiatives of the Evaluation Office as required

Perform any other duties as required by the Director of the Evaluation Office.

Requirements

Education: Master's degree in public health, social sciences, business administration, development planning, evaluation, statistics, demography/population studies, data analysis, or other relevant disciplines

Knowledge and Experience:

  • Two years of professional experience with exposure to project cycle management including project design, monitoring and evaluation of development projects
  • Experience in research and analysis required.
  • Good knowledge of evaluation methodology in the context of development work
  • Strong skills in the usage of computers and office software packages, experience in handling of web-based management systems required.
  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;
  • Excellent writing and communications skills
  • Fluency in spoken and written English is required and very good knowledge of French is an asset;
  • Strong skills in conducting financial analysis and preparation, conduct and analysis of surveys;
  • Experience organizing conferences, stakeholder workshops, technical sessions.
