Primary Purpose of Position The Banner Support/HRIS Specialist, reporting to the HRIS Manager, serves as the primary campus consultant and liaison for payroll processing of temporary student and SHRA temporary staff, supporting approximately 700-800 student and nonstudent hourly employees paid on a biweekly cycle.
The position ensures accurate and timely bi-weekly payroll operations and provides expert guidance to hiring managers on university procedures, wage and hour policies, and the proper completion of Electronic Payroll Action Forms (ePAFs). The role is also responsible for processing separations for bi-weekly payroll. In addition to payroll responsibilities, this position supports the Division of Human Resources' information systems, applications, and data functions. This includes providing technical assistance, reporting support, system troubleshooting, and functional guidance for HR systems such as Banner HR and HR Data Mart. The role contributes to data reporting and analytics and HR project implementation. Primary Function of Organizational Unit North Carolina Agricultural and Technical State University is a progressive university offering fully accredited academic programs to over 15,000 students. The University has over 1,900 permanent, currently employed permanent faculty and staff, and an additional 800 hourly and salaried temporary employees. The Division of Human Resources provides comprehensive programs and services to support, attract and retain high performing faculty and staff at the University, as well as, to develop an interdisciplinary workforce to effectively serve the University in support of its mission.
Human Resources Information Systems ( HRIS) is a sub-unit within the Division of Human Resources and works collaboratively with DHR executive leadership, managers and staff, Information Technology Services, Business and Finance, and other critical divisions, departments, and customers to help process and improve HR business operations. The unit's mission is to create an efficient and positive onboarding experience for new employees by providing superior personalized customer service, serving as a knowledgeable resource, building and maintaining positive relationships with university partners, and promoting the university culture. To that end, HRIS provides a broad range of university support regarding human resources and payroll-related transactions, including electronic personnel action requests, time and labor, job changes, payable compensation, longevity, prior state service, job data and records management., HRIS is responsible for coordination with the Payroll Office in the execution of both the bi-weekly and monthly payroll processes by ensuring accurate data entry of personnel information and pay related actions for Banner HR and ensures that new employees are properly onboarded into the University's Banner ERP system in order to ensure they are paid accurately and on time. HRIS works directly with department representatives to process, validate, and audit HR system-related transactions. The unit also oversees the reporting and data integrity of information systems, applications and data support functions for systems supporting a wide array of daily HR operations and programs including but not limited to Banner HR, HR Data Mart, WebFocus, and PeopleAdmin. In addition to overseeing the EHRA non-faculty and SHRA credentialing process, the HRIS unit maintains personnel records for employees and responds to personnel records management and requests in compliance with state and federal laws as well and university and system office policies. Work Hours M-F; 8 am - 5 pm Is this position eligible for a remote or hybrid work arrangement, consistent with university and state policies. On-site (Employees are primarily in the office and/or have a critical job requirement that requires dedicated office space on-site) Key Responsibilities and Related Competencies
Required Competency Communication and Consultation Duties The Banner Support Specialist serves as a knowledgeable consultant and advisor to hiring managers, temporary employees, and student employees throughout the University on HR policies and procedures impacting biweekly payroll, including student employee FTE analysis and compliance with the Student Employment Policy, employment categories, submission of complete and accurate ePAFs, procedural communications and reminders of payroll deadlines, instruction on time sheet completion. Consults and researches issues with staff and campus departments regarding payroll actions, processes, policies, and procedures through clear written and/or verbal lines of communication. Delivers relevant training/education for hiring managers on HR processing as it applies to student and temporary employment.
Communicates verbally and in writing with hiring managers and/or departmental HR liaisons to explain payroll requirements. Responsible for providing factual and procedural information in regards to biweekly payroll. Manages communications to employees related to payroll deadlines, time sheet instructions, new hire credential issues. Applies knowledge of email protocol and excellent grammatical skills in all communications. Incorporates business language and uses policy and procedural resources to ensure accuracy of communication. Delivers presentation material for live workshops and online training methods.
Required Competency Information/Records Administration Duties
- Reviews and applies temporary and student ePAFs in accordance with DHR procedures and wage and hour policies.
- Performs FTE analysis of student employee ePAFs in accordance with the university's Student Employment Policy.
- Manages data entry for all temporaries and controls job records.
- Researches all failed uploads of ePAFs and consults with the hiring department to make corrections.
- If necessary, has authority as superuser to override errors and key in corrections.
- Relies on knowledge of I-9 policies.
- Responsible for employee separation/termination in Banner.
- Uses WebFocus and HR Datamart to run reports.
- Creates and edits spreadsheets in Excel.
- Applies understanding of and proficiency with various systems used by HR including, but not limited to: Aggie Access Online and Banner.
Required Competency Data Collection/Analysis Duties HR Information Systems (HRIS) & Data Support
- Assist in providing functional support, troubleshooting, and technical assistance for HR systems including Banner HR, and HR Data Mart.
- Support HR data reporting and analytics needs for daily operations and strategic initiatives.
- Assist with system configuration, customization, and maintenance to support HR processes and division needs.
- Participate in HR technology projects, system upgrades, testing, and implementation efforts.
- Deliver training to HR staff and system users on HRIS modules, reporting tools, and system best practices.
Requirements
Bachelor's degree; or an equivalent combination of training and experience.
All degrees must be received from appropriately accredited institutions. Preferred Years Experience, Skills, Training, Education Prefer an additional 2 years of experience working in enterprise-wide systems that support accurate and timely payroll services.
Experience in Banner HR strongly preferred.
Excellent technical skills and demonstrated ability to learn new systems quickly.
Familiarity with HR data reporting tools and HR analytics.
Experience supporting HRIS functions, system configuration, or functional system administration.
Knowledge of HR Data Mart or similar reporting environments. Required License or Certification
