Job description

You will serve as an IT SPECIALIST (INFOSEC) in the Corporate Business & Analysis Group, Digital, Information Technology, Analysis & Cyber Department of NAVAIRWARCENWPNDIV CHINA LAKE., Help

  • You will support a cybersecurity program consisting of personnel from across the command, policies and programs, various agencies, and numerous program offices.
  • You will serve as a technical authority and advise the Commanding Officer on Collateral Risk Management Framework (RMF) matters, both technical and operational, involving the security of information systems (IS) under their purview.
  • You will manage schedules across multiple programs with competing priorities and varying complexities, ensuring timely completion of objectives.
  • You will develop policies and programs for Collateral Information Systems, such as Continuous Monitoring, Access Control, Incident Response, Data-at-Rest, data transfer, system maintenance, templates for required artifacts, and training., A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments., This recruitment will utilize the following technical assessment tools: Structured Resume Review and Structured Interview

  • MSP/PPP applicants must currently hold the required security clearance.
  • This is a Cyberspace Workforce position, work role code 722, proficiency level Advanced. The incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a CISSP, CISM, CAP, or equivalent DoD 8570/8140 certification at IAM Level III or IASAE Level III., Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Conducting cyber self-inspections to ensure adherence to command-wide policies and communicates deficiencies or opportunities for improvement to program and command leadership

  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Advising the Commanding Officer on Collateral Risk Management Framework (RMF) matters, both technical and operational, involving the security of information systems (IS) under their purview.

  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Communicating complex technical concepts in simple language to diverse audiences, including engineers, physicists, program managers, external stakeholders, and command leadership

  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Evaluating and remediate identified risks to hardware and software, ensuring continued readiness for Cybersecurity Inspections (CSI) and Assessment and Authorization (A&A) events.

In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-12/13) or pay band (DS-05) in the federal service or equivalent experience in the private or public sector. Specialized experience includes duties related to the following: 1) Applying project management principles to cybersecurity programs, including managing schedules, resources, and competing priorities; 2) Responding to CTOs or EXORDS, managing IAVM, and applying STIGs within defined boundaries; 3) Briefing leadership on cyber risks and mitigations; 4) Applying knowledge of Agile methodologies and tools to cyber security work; 4) Experience pertaining to RMF policy, processes, and tools; 5) Working within a classified or high-security program as an ISSE, ISSO, ISSM, or other IT Lead position, such as lead Systems Administrator., Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment., PPP applicants will be placed at the FPL, if determined Well Qualified (WQ).
