UNFPA under the 10th Country Programme Document (CPD) (2023-2027) envisages to contribute to accelerate progress towards the achievement of the three transformative results of reducing preventable maternal deaths, unmet need for family planning, and gender-based violence and harmful practices, including child marriage. In realizing this vision, the focus of the 10th country programme will be on addressing discriminatory gender and social norms and disparities that restrict access to high-quality and inclusive sexual and reproductive health services, particularly for those most left behind, as well as scaling up advocacy for young people's education, employment, engagement, and health to harness the demographic dividend.
The Programme Analyst Monitoring & Evaluation will work in close coordination with the Provincial team Sindh, GBV team and other thematic teams in Islamabad. The position is meant to provide support to the Sindh office in results-based reporting, data collection and analysis for outputs under the 10th CPD (2023-2027) with focus on Gender and Social Norms output and FCDO supported Aawaz-II programme., Under the direct supervision of the Head of Sub-Office Sindh, the Programme Analyst M&E substantively contributes to the effective implementation of UNFPA assistance being implemented by Sindh Office in line with Government priorities and in keeping with the UNFPA Country Programme Action Plan. He/ she assists in the monitoring, evaluation and reporting on programme area by analyzing relevant political, social, and economic trends and providing inputs to programme plans and implementation, joint programming (with focus on Aawaz-II programme) initiatives and monitoring. The Programme Analyst M&E assists with implementation by using and developing appropriate mechanisms and systems and ensuring compliance with established procedures, as well as by monitoring results achieved during implementation., Planning and Monitoring
- Support in the preparation/development of workplans, including identification of set of quality programme performance indicators for workplans, alignment with programmes/projects outcomes/objectives.
- Support coordination with implementing partners and programmes including Aawaz-II stakeholders for the collection of data and contribute towards UNFPA milestones, including donor projects and related indicators.
- Support to strengthen the M&E system and the UNFPA's program in the province, review the quality of existing data in the intervention areas, the methods of collecting it, and the degree to which it will provide good statistics to document the impact of the interventions.Contribute to maintaining a functional M&E system at the Sindh Office and support the CO M&E system in overseeing and monitoring the performance of implementing partners, while documenting lessons learned."
- Support tracking and analyses of key annual programme indicators, and provide regular reports to the provincial team and GBV team to inform and advice CO management on programme and management decisions.
- Support preparations for the quarterly / annual project reviews and planning workshops with IPs and assist the UNFPA team in compiling project data and preparing relevant reports.
- Support review of the quarterly report from IPs and assist in ensuring relevant means of verification with the report.
- Support in monitoring and assessing overall progress of the programmes including Aawaz-II on achievement of results and sustainability of the programme results.
- In coordination with Sindh and Islamabad based programme staff support the development of field monitoring plans and monitoring calendars;
- Support the preparation of the specific risk assessment exercises and update risk registers;
- Ensure that target beneficiaries of the projects/programmes are involved in monitoring the programme and carry out monitoring and assessment exercises with gender and inclusion lens.
Assessments, Evaluations and Reporting
- Facilitate learning and improvement/corrective actions from the results of monitoring and evaluation and contribute to implementation of follow-up actions, knowledge development, documentation of good practices, and sharing of knowledge;
- Assist and facilitate mid-line and end-line projects/programmes evaluations as required to see the extent to which the projects/programmes have achieved or is going to achieve its pre-stated objectives;
- Assist preparation of quality and timely progress reports on programmes implementation under the various fund sources as part of the corporate and donor reporting systems.
Capacity Development
- Assist in identifying capacity development needs and preparation of capacity building action plan and relevant tools in support of strengthening the capacity of implementing partners and stakeholders in results-oriented monitoring, operations research and reporting;
- Support capacity building of national partners on monitoring and reporting requirements and related learning resources;
- Support program and M&E team for the development and introduction of harmonized monitoring and assessment tools, modules and guidance note for implementing partners and stakeholders.
Requirements
Advanced university degree in, Development Studies, Sociology and/or other related social science fields., * Prior professional experience in planning, designing and management of humanitarian and development programmes;
- Substantive experience in programme development and implementation and establishing monitoring and evaluation frameworks in development and humanitarian settings;
- Field experience is an asset;
- Substantive knowledge of results-based monitoring and data management.
- Client orientation and strong team work attributes;
- Knowledge of rights-centered approaches and gender mainstreaming;
- Knowledge of the UN system would be an advantage;
- Excellent writing, communication presentation and computer skills;
- Strong analytical and writing skills is essential.
Languages:
- Fluency in English and Urdu is required. Knowledge of Sindh language is an asset.
