About the NC DHHS Information Technology Division In collaboration with our partners, the North Carolina Department of Health and Human Services (DHHS) protects the health and safety of all North Carolinians and provides essential health and human services. The IT division (ITD) is one of the divisions that report to the Operational Excellence portfolio. The ITD division comprises four sections: Implementation and Operations, Strategy and Workforce, Enterprise Technology, and Vendor and Finance. ITD offers the following services but not limited to implementations, operations, project/portfolio management, infrastructure, consulting, business division liaison, digital transformation, IT strategy, enterprise technology, IT contract and vendor management, and data office services. Requirements
Cloud Architecture & Design
- Knowledge of cloud architecture frameworks such as the AWS Well-Architected Framework and Microsoft Azure Well-Architected Framework.
- Understanding microservices, event-driven architecture, and distributed systems design.
- Knowledge of high availability, disaster recovery, and fault-tolerant system design.
Infrastructure & Networking
- Knowledge of cloud networking concepts including VPCs, subnets, routing, load balancing, VPN, and private connectivity.
- Understanding of DNS, firewalls, and network security models.
Security & Compliance
- Knowledge of cloud security principles including identity and access management (IAM), encryption, secrets management, and zero-trust architecture.
- Familiarity with compliance frameworks (SOC2, HIPAA, FedRAMP, PCI-DSS, etc.).
DevOps & Automation
- Knowledge of Infrastructure as Code (IaC) tools such as Terraform, AWS CloudFormation, or Pulumi.
- Understanding of CI/CD pipelines using tools like Jenkins, GitHub Actions, or GitLab CI.
Position will work closely with key stakeholders including project sponsors, executives, business SMEs, end-users, and key technical resources involved with implementation, security, and Enterprise Architecture. Knowledge Skills and Abilities/Management Preferences Recruitment Range: $91,600.00 - $150,000.00 Candidates now meet the minimum qualifications of a position if they meet the minimum education and experience listed on the vacancy announcement. The Knowledge, Skills, and Abilities (KSAs)/ Management Preferences are not required. Applicants who possess the following skills are preferred: Strong knowledge of public cloud platforms such as Amazon Web Services (AWS), Microsoft Azure, and/or Google Cloud Platform. Hands-on experience with containerization technologies like Docker and orchestration platforms such as Kubernetes.
