Job description
Mission Technologies, a division of Huntington Ingalls Industries, is seeking a Systems Engineer to support the Joint Training Synthetic Environment (JTSE) and JLVC Modernization effort under the Joint Staff J7 (JS J 7) contract. This role is based at the Joint Staff Complex in Suffolk, VA and focuses on designing, integrating, and sustaining advanced modeling and simulation capabilities in a secure, mission critical environment., * Lead systems engineering efforts to integrate Top Secret (TS) simulation models into a federated simulation and effects management environment supporting JLVC operations.
- Develop, refine, and maintain system architectures aligned with Joint Staff J7 Fully Informed Simulation (FIS) standards.
- Support deployment and integration of major simulation tools and services, including:
- Joint Simulation Protocol Adapter (JSPA)
- Joint Training Tool (JTT) SIM
- Real Time Interface - Simulation (RTI S) for HLA communication
- Joint Training Data System (JTDS) / Operational Battlespace (OBS)
- Terrain Generation System (TGS)

Engineer and support HLA based federations ensuring interoperability across Joint, Service, and Agency (JSA) simulation systems.

Collaborate with software development teams to adapt tools for TS compliance, including data tagging, secure messaging protocols, and required security/UI controls.

Support Cross Domain Solution (CDS) integration enabling secure data exchange between JWICS and SIPR networks.

Design and implement infrastructure solutions across development, staging, and production environments within the TS enclave.

Participate in DevSecOps activities, including automated testing, CI/CD pipeline integration, configuration management, and secure deployment processes.

Conduct system verification, validation, and test & evaluation (T&E) to ensure performance, reliability, and interoperability.

Partner with cybersecurity teams to ensure system compliance with TS security policies, accreditation requirements, and risk management frameworks.

Develop and maintain system documentation, including interface control documents (ICDs), architecture diagrams, and operational procedures.

Support annual JLVC integration events and contribute to iterative capability improvements.
Requirements
- 5 years relevant experience with Bachelors in related field; 3 years relevant experience with Masters in related field; 0 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 9 years relevant experience.
- Must have an active TS/SCI Clearance.
- Outstanding communication skills with the ability to collaborate with senior government officials, military personnel, and technical teams.
- Demonstrated ability to operate effectively in complex, fast paced, high visibility environments.
- Strong analytical and problem solving skills with the ability to develop innovative solutions to operational training challenges.
- Experience with distributed simulation architectures, including HLA based systems.
- Familiarity with DoD networks, specifically JWICS and SIPRNet.
- Experience supporting secure system integration in classified environments.
- Knowledge of DevSecOps principles and tools such as CI/CD pipelines, automated testing, and configuration management.
- Understanding of system interfaces, network protocols, and data exchange mechanisms.
- Ability to interpret, develop, and maintain system architecture artifacts and technical documentation.
Preferred Requirements
- Experience with Joint Staff J7 simulation systems or JLVC federation environments.
- Hands on experience with:
- Federation management and effects based simulation tools
- Cross Domain Solutions (CDS)
- Modeling and simulation systems supporting WMD, EMSO, cyber, or space domain operations
- Familiarity with Fully Informed Simulation (FIS) concepts and architecture.
- Experience integrating Joint, Service, and Agency (JSA) capabilities into federated environments.
- Knowledge of Order of Battle (OOB) data, terrain systems, and geospatial datasets.
- Experience with containerization and cloud technologies within classified environments.
- Background in test & evaluation (T&E), including automated testing frameworks.
- Relevant DoD or cybersecurity certifications such as Security+, CISSP, or DAWIA.
- Experience supporting large scale DoD exercises or operational training events.
