The Chief Technology Advisor - Customer Solutions (CTA) is a senior, enterprise-level individual contributor serving as a customer-facing technology executive advisor for Optum Serve. The role operates with high autonomy and enterprise-wide impact, influencing complex technology, growth, and modernization strategies across Optum Serve, Optum Insight, and UnitedHealth Group (UHG). The CTA leads through deep expertise and executive influence rather than formal authority, shaping high-impact solutions for regulated federal environments while maintaining alignment with enterprise governance, security, and compliance standards.
For all hires in the Minneapolis or Washington, D.C. area, you will be required to work in the office a minimum of four days per week., * Serve as a senior customer-facing technology executive advisor, engaging senior federal customers and internal executives on complex, high-impact technology challenges
- Provide enterprise-wide technical and strategic advisory leadership influencing growth, modernization, and digital transformation initiatives
- Shape and validate customer-aligned technology strategies and solution approaches for capture, proposal, and pre-sales efforts
- Translate ambiguous and novel customer requirements into scalable, compliant solution architectures leveraging existing enterprise platforms
- Lead executive briefings, industry day engagements, and solution demonstrations as the senior technical authority
- Advise on integration, interoperability, data architecture, and security approaches across platforms and partners
- Influence enterprise stakeholders across OS, OI, and UHG to align on customer strategy, priorities, and delivery expectations
- Provide thought leadership on federal healthcare technology trends, emerging capabilities, and regulatory considerations
- Identify growth opportunities through market intelligence, customer engagement, and strategic advisory insight

Requirements
- 15+ years of progressive technology leadership and advisory experience supporting complex, regulated environments
- 5+ years in federal program management, including demonstrated experience supporting federal programs and/or clients, including technology solutioning and delivery
- Demonstrated enterprise-level influence across multiple business units without direct people management
- Deep experience advising executive stakeholders and customers on technology strategy, architecture, and modernization
- Proven ability to operate with high autonomy, solving novel and ambiguous problems with significant business impact
- Exceptional executive communication, influence, and stakeholder management skills
- Ability to balance innovation, compliance, risk management, and delivery discipline
Technical Requirements:
- Federal security and compliance frameworks (FedRAMP, FISMA, NIST RMF, HIPAA/HITECH, Section 508)
- Cloud platforms and architectures (Azure, AWS GovCloud), APIs, IAM, CI/CD, and infrastructure as code
- Federal health IT domain, including TPA Systems (claims, EDI/X12), and healthcare interoperability (FHIR, HL7)
- Experience supporting ATO strategy and compliance alignment for federal health or benefits systems
- Proven experience serving as a liaison or integrator between technology, product, and operational teams to drive alignment on platforms, solutions, and client strategy, * Relevant certifications (e.g. CISSP, CCSP, CISM, SAFe)
- Success influencing large-scale federal capture and proposal efforts
- Recognized enterprise thought leader or advisor within complex organizations
- Commutable distance to Washington, DC

The salary for this role will range from $159,300 to $273,200 annually based on full-time employment. We comply with all minimum wage laws as applicable.
